The <br /> r- alternate services discussed in the DEIR , which propose a <br />! public water supply and storm drainage system should be <br /> considered for future development . <br /> r The DEIR discusses two alternatives for a public drainage <br /> system. We recommend the use of a terminal drainage system 9 <br /> rather than an on-site community drainage pond . <br />' The requirement for public water and drainage is mandatory <br /> for RR-65 zoning but for two acre and larger parcels <br /> r-� <br /> public water and drainage are discretionary , not <br />' exclusionary . Before on-site drainage and water could be 10 <br />.j supported several factors have to be considered . Among <br /> these factors are the density of development, suitability <br /> of the -soils, depth to ground water , the total number of <br /> parcels to be developed , and the cumulative effect of <br /> having private wells , septic tanks and drainage on the <br /> same parcel . <br /> 13 <br />
