Letter from the San Joaquin County Department of Public Works,
dated February 1 , 1988.
8. The potential impacts associated with the use of private
wells, septic tanks and storm drainage retention ponds were
discussed in the Draft EIR , The mitigations relative to use of
private wells and storm drainage retention ponds, as well as
increasing lot sizes to a minimum of two acres, are based on an
evaluation of existing information regarding on-site conditions
and are expected to be adequate for the proposed project. These
mitigations are also based on the past experiences of the Local
Health District which has determined that a two-acre minimum
parcel size is required to adequately accommodate on-site services
in Rural Residential subdivisions. It should be noted that
mitigations recommend increasing lot sizes to a minimum of 2 acres
and do not preclude increasing lot sizes beyond 2 acres if
necessary to accommodate on-site services . If the Board of
Supervisors determines that increasing lot sizes to a minimum of
E two acres may not be adequate when considering the cumulative
effect of using private wells , septic tanks and storm drainage
retention ponds, larger lot sizes could be required or public
storm drainage and a public water supply could be required as
conditions of project approval ,
9. Mitigation 3b provided on page 48 of the Final EIR has been
revised to reflect this recommendation .
s 10. The Draft ETR provided an analysis of these factors with
respect to the use of on-site drainage and water . Please refer
to pages 43 and 48 of the Final EIR .
f
14
