Sullivan: <br /> 1 <br /> y- The following are comments to various sections of the EIR. <br /> Page 6 , 3rd paragraph, 3rd sentence "While Current County <br /> Development policies. . . " <br /> r- The EIR needs to clarify and expound that this project is to <br /> be evaluated on the basis of the previous Development <br />'-> Policies as per Zoning Ordinance Section 9-10002 (c ) ( 1 ) which <br /> states " . . .Where a Tentative Map for a proposed Rural f1 <br /> Residential subdivision has been submitted to the Planning <br /> w„ Division with payment of applicable fees prior to passage of <br /> this Ordinance, only policies, ordinances, and development <br /> standards applicable at the time of submittal may be imposed <br /> upon approval of the map; " <br /> The Morada Meadows application was submitted with all <br /> applicable fees paid prior to the above mentioned ordinance <br /> taking effect. Thus , this language should be included as a <br /> primary basis for development, as opposed to the Language <br /> used in the Draft EIR as "an allowable option" to the <br /> present development policies . <br /> Page 21 , #2 Environmental Impacts (a ) ( 1 ) (Discussion) 1st <br /> Sentence. <br />.- The statement enclosed by parenthesis ( is meant to recognize <br /> existing areas ) is strictly an interpretation of the Rural <br /> Residential Principle by the Drafter of the EIR. We concede 12 <br /> that the Principle has a limiting effect, however the <br /> interpretation of " . . .should be kept to a minimum" is one <br /> left to the legislative body of the County.
