January 26 , 1988 <br /> Page two <br /> greater Stockton area is also recently slated (through the proposition <br /> initiatives) additional acreage and approximately 30 , 000 potential home- <br /> sites. Certainly, these developments add up to significant loss of <br /> prime agricultural land for both the Morada area and the greater Stock- <br /> ton area. Perhaps an even greater threat to the agricultural lands of <br /> the Morada area will be the growth inducement likely to result from the <br /> proposed Morada Meadows development. Page 53 of the Environmental Im- <br /> pact Report suggests that an ultimate buildout of parcels east to Solari <br /> Road, south of the Calaveras River, and west of Highway 99 could proceed <br /> y' over a long-term basis. <br /> The Environmental Impact Report addressed several potential problems <br /> resulting from the Morada Meadows development. I would like to heartily <br /> state my opposition to the proposed drainage plan which utilizes on- <br /> site retention ponds . These ponds would be directly adjacent to my <br /> property. My concern is that with the increased number of roadways, <br /> houses , driveways , and rooftops , there will be less land available to <br /> allow percolation of the runoff into the ground. Much of this runoff <br /> will be taken to these onsite retention ponds , which if they were to <br /> - overflow, would subsequently flood the lower ground of my property which 22 <br /> represents my horse pasture directly adjacent to the development. Al- <br /> though the water table itself is not anticipated to be affected by the <br /> drawdown from the project, there is a potential for contamination of <br /> my water supply due to the proposed use of onsite sewage disposal. <br /> Further negative effects of this project will simply be the increased <br /> numbers of people which will increase the burden of the schools, law <br /> enforcement duties , and to a lesser extent, the traffic on the agri- <br /> r- cultural roads. <br /> San Joaquin County has developed enlightened policies to protect its <br /> valuable agricultural lands . Pages 21 through 25 discuss multiple <br /> areas where this proposed development is inconsistent with San Joa <br /> ,§ quin County' s previous planning policies. First of the environmental <br /> impacts would be the rural residential principles. This project is <br /> �- noted to be inconsistent with three of the four rural residential <br /> principles. Similarly, this project was noted to be inconsistent <br /> with three of the agricultural principles. Finally, the Morada <br /> Meadows development was noted to be inconsistent with three of the 23 <br /> open space conservation element principles . <br /> +� The wise policies of San Joaquin County in regards to conservation <br /> f of its agr-icultural land encouraged me to settle within the Morada <br /> area. I purchased a home adjacent to the general agriculture 40 <br /> acre zoning in order to be close to open space and its attendant <br /> r- aesthetic beauty. I did not anticipate that these well thought out <br /> zoning plans could be so quickly put aside. Mr. Carroll is a well <br /> known developer within the Morada area and has done much fine work. <br /> i <br /> 2 <br /> LO <br />
