ER-88-1 FOR THE MORADA MEADOWS <br /> PROJECT (C/O JAMES CARROLL AND THE DELTA DEVELOPMENT COMPANY) for a <br /> public hearing to receive comments on the Draft Environmental Impact <br /> Report for a General Plan Map Amendment to change the land use <br /> designation of a 67 . 39-acre area from Agriculture to Rural Residential <br /> and to rezone the property from GA-40 to RR-65. The underlying pro- <br /> ject is a 39-lot subdivision (Morada Meadows ) . The property is <br /> located adjacent to the Morada Rural Residential area and generally <br /> bounded by Hildreth Lane, Canepa Road and Foppiano Lane, northeast of <br /> Stockton. (Supervisorial District No. 4 ) <br /> Senior Planner Kitty Walker introduced a staff report into the record. <br /> She noted that comments had been received this date from the deve- <br /> loper, the Soil Conservation Service, PG&E, Sheriff , the Building ' <br /> Inspection Division and an adjoining neighbor. <br /> Mrs. Walker noted that Carolyn Mills , of Mills Associates , was present <br /> to answer any questions regarding the Draft Environmental Impact <br /> Report. <br /> PUBLIC HEARING OPENED ' <br /> Jim Carroll was present for the project and said that his comments <br /> were forwarded to the Planning Commission by Jose Alva. They were <br /> also forwarded to Carolyn Mills . <br /> PUBLIC HEARING CLOSED <br /> Comm. Morri commented that the EIR infers that people living in the <br /> area raid the produce. He said he felt that the problem is generally <br /> from people passing through an area. <br /> 24 <br /> Comm. Bozzano commented that this property is right up against Morada. <br /> He said he questioned whether this was "robbing agricultural lands" or <br /> not. <br /> Comm. Carter noted the great amount of work that went into the prepara- <br /> tion of the EIR regarding crops , surrounding land uses and the history �,J{ <br /> of the site. <br /> Comm. Morri said this project seems closely tied to the existing uses <br /> in the area. <br /> Jose Alva was present and referred to his written comments which were <br /> submitted to the Commission. <br /> No action was taken. <br /> ---------------------------------------------------------------------- <br /> 24 <br />
