This EIR is an informational document to aid in the local <br /> planning and decision-making process. It; describes the probable <br /> consequences that the proposed project may have on the <br /> environment, suggests way to minimize potential adverse effects <br /> and evaluates alternatives to the proposed project. Impacts <br /> identified in the report can become the basis for findings for the <br /> County ' s actions on the project. Mitigations recommended in the <br /> report can become conditions of approval if the County chooses to <br /> approve the project. <br /> CEQA requires that a Lead Agency shall neither approve nor <br /> carry out a project as proposed unless the significant <br /> environmental effects have been reduced to an acceptable level <br /> (State EIR Guidelines, Section 15088 (d ) ) . If the Lead Agency <br /> approves of the project, even though significant impacts <br /> identified by the £IR cannot be mitigated, the Agency must state <br /> in writing the reasons for its actions ( State EIR Guidelines, <br /> Section 15089 (b) ) . A Statement of Overriding Considerations <br /> should be included in the record of the project approval and <br /> should be mentioned in the Notice of Determination (State EIR <br /> Guidelines, Section 15089 (c) ) . <br /> This document is being circulated to local and state agencies <br /> and to interested organizations and individuals who may wish to <br /> review and comment on the report. Written comments may be <br /> received at the San Joaquin County Planning Department during the <br /> 45-day review period . Oral comments will be heard at the public <br /> hearing on the Draft EIR . All comments will be addressed in a <br /> Response to Comments document which will be incorporated in the <br /> Final EIR. <br /> D. ORGANIZATION OF THE EIR <br /> The following section of the Draft EIR (Section II ) describes <br /> the proposed project. Section III presents a summary of the <br /> project impacts, mitigation measures, and impact conclusions <br /> required by CEQA. Section IV discusses land use and planning <br /> policy and Section V is devoted to single impact topics. Within <br /> each topic , relevant environmental setting data are presented, the <br /> impacts of the proposed project are evaluated, and mitigation <br /> measures are suggested . <br /> Section VI provides an impact overview to the proposed <br /> project relative to beneficial impacts, short-term use versus <br /> long-term productivity and irreversible environmental changes. <br /> Section VII describes and evaluates alternatives to the proposed f� <br /> project. Section VIII provides a list of organizations and �JJ <br /> individuals contacted during the preparation of this EIR, as well <br /> as the list of preparers. <br /> 2 <br />
