I � 1 <br /> Noise. associated with farming activities may become a <br /> nuisance to residents. In particular, noise associated with <br /> chemical spraying is a common complaint received at the County <br /> Agricultural Commissioner ' s office. Spraying is done usually in <br /> the early morning hours and can be applied either by plane or <br /> helicopter or air carrier machines with long hoses and sprayers <br /> that are pulled through the fields. This type of machine is very <br /> noisy because it draws in air to blow out the spray . The level <br /> of noise generated by these machines is dependent on the size of <br /> trees being sprayed. The larger the trees the greater the amount <br /> of air and pesticides that are blown out onto the trees. 10 If <br /> the adjoining land owner to the east continues to work the land cJ <br /> and plant row crops, it , is likely aerial spraying would be used to <br /> control pest infestation . It is possible that chemical drift frog, <br /> the aerial application could occur on or near homesites located in <br /> close proximity to the row crops if they are planted in the <br /> future, as indicated by the adjacent property owner. In <br /> particular this could affect lots 7 and 8 and the existing house <br /> located in the southeast corner of the project site. <br /> 3, Suggested Mitigation Measures Q <br /> As stated above, there is no mitigation for the loss of prime <br /> agricultural land other than leaving the site in agricultural use, <br /> or to replace the converted land of equivalent quality and <br /> quantity elsewhere in the area . While this mitigation has merit <br /> it does not compensate for the direct loss of +/-42 acres. <br /> Until such time that adjoining agricultural lands located <br /> east of the project site are developed , buffer areas and setbacks <br /> should be required to help reduce potential land use conflicts <br /> with the agricultural operations . <br /> Potential homebuyers should be made aware that they will be <br /> living in an agricultural area and advised of the potential <br /> agricultural-related problems which may arise. As a method of <br /> informing future homeowners, this information should be added to <br /> the final subdivision map as well as recorded with the deeds of <br /> trust for the individual parcels. <br /> Homeowners should also be informed of the County ' s existing <br /> Right to Farm ordinance protecting farmers and ranchers who are <br /> following normal farming practices. The County should enforce <br /> this ordinance and ensure that proper farming methods are in force r� <br /> to minimize these problems. }FJI <br /> No mitigation measure can completely eliminate potential land <br /> use conflicts if development occurs in close proximity to farming Q <br /> operations. <br /> 20 <br />
