The proposed project would <br /> also result in a reduction of the County ' s total cherry and sugar <br /> beet crops. in 1986 there were -7, 412' acres of cherries and 281100 <br /> acres of sugar beets. Development of the site would reduce the <br /> County ' s total acreage by . 07 percent for cherries and . 09 percent <br /> for sugar beets. <br /> Development of' the adjoining two major properties within the <br /> study area would also result in the loss of agricultural land . ' <br /> The total acreage for these two parcels represents 47 acres . I <br /> �k Presently the land is planted in walnut orchards and row crops, <br /> however at the time of this report the land was barren. <br /> r. Conversion of these two properties would represent an additional <br /> p . . 007 decrease in the Countywide acreage. <br /> Although the percentage of land . lost is considered small , <br /> agricultural land is considered an important nonrenewable <br /> resource. Therefore, the conversion of agricultural land, <br /> regardless of how small , is a significant impact which cannot be <br /> mitigated to an acceptable level . <br /> k <br /> Y <br /> While the percentage of agricultural land lost is considered <br /> small , development of 36 additional homesites in a predominantly <br /> agricultural area would create ' several land use conflicts. <br /> Primarily these relate to noise, odor, dust, use of pesticides and <br /> herbicides, trespass and vandalism. An objective of the <br /> Agricultural Policies in the Land Use Element of the County ' s I <br /> t . General Plan is to minimize disruption to viable agricultural <br /> areas. As residents move into predominantly agricultural areas I <br /> for the "rural" ambience, they soon realize that the ' rural <br /> � lifestyle has lost much of its charm. Complaints are heard at the <br /> County offices and by the farming operators relative to farming <br /> operations such as odors, noise and dust. Although the County has <br /> N adopted a Right-to-Farm ordinance relative to nuisance complaints, <br /> t ; nonetheless residents continue to complain and ultimately farming <br /> operations become restricted or modified . <br /> The density of the proposed project is similar to the <br /> existing development in the Morada area . However, this, project <br /> would extend into the agricultural land uses, thereby creating <br /> potential - land use conflicts with intensively farmed land south <br /> of Foppiano Lane. With the addition of new homes into this <br /> predominantly agricultural area the likelihood of complaints <br /> arising from adjoining farming activities is probable, thereby <br /> F potentially disrupting viable agricultural operations. <br /> .Conversely , there is a possibility that future residents may <br /> trespass on adjacent farm land damaging crops and/or helping <br /> themselves to the produce.
