5 . Further fragmentation of agriculture <br /> land outside of areas designated for urban <br /> expansion will be permitted only in areas <br /> designated for rural residential development. <br /> D-iscussion : The proposed project is inconsistent with this <br /> policy in that fragmentation could occur as a result of the <br /> proposed development. While this project could be considered an <br /> extension of an existing rural residential area, nonetheless it is <br /> encroaching into an area designated for agriculture. Agriculture <br /> currently exists on the north/northeast and eastern sides of the <br /> property and across Foppiano Lane to the south. Approval of this' <br /> project could set a precedent for future conversions of <br /> agricultural land . It is anticipated that upon approval of this I <br /> application, agricultural land. immediately adjacent to the <br /> project site and within the study area would also be developed for <br /> residential uses similar to the proposed project. <br /> F <br /> Open Space/Conservation Element <br /> F1 . Agriculture will be encouraged <br /> when soils of high quality are found, <br /> water is or will be available and <br /> F.P' adequate drainage can be maintained . <br /> Discussion : The proposed project is inconsistent with this <br /> policy by converting +/- 42 acres of prime land and +/- 21 acres <br /> o.f less than prime land . Furthermore as discussed above an <br /> irrigation system is in place on +/-26 acres of the site. <br /> 2. Agriculture and agriculturally- <br /> oriented activities will be protected <br /> from development practices that erode <br /> their economic viability. <br /> Discussion : The project is inconsistent with this policy in <br /> that potential land use conflicts will arise as a result of <br /> F. increased housing within a predominantly agricultural area. <br /> Eventually, adjacent farmers may have to modify or even curtail <br /> agricultural practices which are perceived as nuisances by <br /> residents of the proposed project. Furthermore, elimination of <br /> +/-62 acres from agricultural production will add pressure to <br /> develop the remaining acreage within the study area. <br /> F3. Further fragmentation of viable <br /> agricultural land outside of areas <br /> designated for urban expansion will be <br /> permitted only in areas designated for <br /> rural residential . <br /> F f scu,ssion : Project plans would be inconsistent with this <br /> policy in that +/- 62 acres of viable agricultural land which iE <br /> ocated outside the designated boundaries ._ofthethe Morava Rural <br /> J?esid <br /> putial Area will be converted to rural residential—uses. <br /> 25 <br />
