I <br /> SECTION V <br /> ENVIRONMENTAL SETTING, IMPACTS AND MITIGATION MEASURES <br /> A. TRAFFIC/CIRCULATION <br /> 1 . Environmental Sett <br /> The - proposed project would be located approximately 2. 5 miles <br /> northeast of Stockton, and adjacent to the east side of the Norada <br /> Rural Residential Area (see Figure 1 ) . Streets that provide <br /> access into and around the project site include Hammer Lane, West <br /> Frontage Road, East Frontage Road, Hildreth Lane, Foppiano Lane, <br /> Alhambra Avenue and Canepa Road . A brief description of each <br /> roadway follows: <br /> Hummer Lane is a two-lane roadway that is oriented in an <br /> east/west direction. Serving areas mainly west of the project <br /> site, Hammer Lane provides access to State Route 99 . <br /> Both East and West Frontage Roads parallel State Route 99 in <br /> a north/south direction. Both roads have two travel lanes. East <br /> Frontage Road provides access to residential areas in northeast <br /> Stockton. <br /> Hildreth Lane runs due east from State Route 99 providing <br /> -- access to residential areas before turning north and connecting <br /> a with Eight Mile Road , a two-lane street. Hildreth Lane would <br /> provide the northern access into the project site via Canepa <br /> 7 <br /> Road. <br /> iI <br /> Foppiano Lane has two travel lanes and , like Hildreth Lane, <br /> runs due east from East Frontage Road . Foppiano Lane services <br /> residential areas east of State Route 99 . <br /> Alhambra Avenue is oriented in a north/south direction and is <br /> located east of East Frontage Road . This roadway is somewhat <br /> disjointed due to the fact that railroad tracks owned by the <br /> Central California Traction Line Railroad Company run parallel to <br /> its course. South of Hildreth Lane, Alhambra Avenue is located <br /> west of the railroad tracks. North of Hildreth Lane, Alhambra <br /> Avenue runs east of the railroad tracks. An off-set intersection <br /> is created where it crosses with Hildreth Lane. The parcels in <br /> the expanded study area west of the proposed project site are <br /> accessed via Alhambra Avenue, across the tracks. <br /> Canepa Road is a narrow 40 feet wise) , two-lane roadway that <br /> runs in a northwest/southeast direction from Hildreth ;Lane. <br /> Serving residential homes exclusively, Canepa Road has unimproved <br /> shoulders and no lane striping. <br /> F <br /> k <br /> r- 31 <br />
