The Central California Traction Line Railroad Company tracks I <br /> run in a north/south direction and pass just west of the proposed <br /> project site. At-grade crossings are located at Foppiano Lane <br /> and , to the north, Hildreth Lane . In discussions with Central ; <br /> Traction Railroad staff, it was determined that there are two <br /> freight trains passing through the study area each day . The <br /> morning train passes through the area between 11 : 30 AM -1 : 30 PM. j <br /> The evening train passes through the area between 4 : 30 PM - 8 : 30 J <br /> PM. 1 Current traffic control devices for the railroad tracks on <br /> Foppiano and Hildreth Lanes include warning lights and stop-bar € ' <br /> striping. <br /> Regional access to the proposed project site is provided by <br /> State Route 99 . In the project area this freeway has two travel <br /> lanes in each direction with interchanges located at Hammer Lane <br /> and Morada Lane which provide access to the study area . Access to <br /> the study area may also originate from Highway 99 via the 8-Mile <br /> Road exit . Oriented in a north/south direction, State Route 99 <br /> provides access north to Lodi and Sacramento and south to Stockton <br /> and Modesto. <br /> 2 , Ezisting Traffic Flow Conditions <br /> Based on discussions with San Joaquin County staff, AM and PM <br /> peak hour turning movement counts were conducted at the following <br /> six. intersections : 2 <br /> I. West Frontage/SR 99 SS ramps - Stop sign controlled ; <br /> 2 . West Frontage/Hammer - Stop sign controlled ; <br /> 3. East Frontage/dammer - Stop sign controlled ; <br /> 4 . Fast Frontage/SR 99 NB ramps - Stop sign controlled ; <br /> 5 . East Frontage/Foppiano - Stop sign controlled ; <br /> 6 . Hildreth/Alhambra - Stop sign controlled . <br /> From these AM and PM peak turning counts, existing Levels of <br /> Service (LDS) were calculated and are shown in Table 2 (Refer to <br /> Appendix B for a definition of service levels) . <br /> 32 <br />
