D Ce <br /> 1 , Environmental 5e!L"n <br /> Law enforcement services to the proposed project would be <br /> provided by the San Joaquin County Sheriff ' s Department. The <br /> project site is within a scheduled patrol area designated as i <br /> District 4. District 4 extends east to Jack Tone Road, south to 1 <br /> State Route 26, west to Airport Way and north to Eight Mile Road . <br /> The County provides one car with two officers er shift on a 2�4- <br /> hour basis to patrol the above designated area. �1 <br /> 9 <br /> Response time to the site varies, as all calls are handled on <br /> a priority basis. In general , emergency response times to most <br /> rural areas of the County are longer than response times in <br /> urbanized areas due to the size of the area patrolled and the <br /> number of patrol officers assigned to the area . 1 <br /> 2, Enyironmental Impact <br /> The estimated addition of 36 homes and approximately 102 <br /> residents to the area would incrementally increase the demand for <br /> law enforcement services and would contribute to the existing need <br /> for additional staffing and equipment created by cumulative <br /> development in the County . However, this project in itself would <br /> not generate a significant adverse impact on this department. The <br /> amount of additional manpower and equipment necessary to upgrade <br /> the overall level of service to the area are undetermined at this <br /> time. Th.e Department recommends that when the proposed project is <br /> constructed and occupied , it be assessed to determine specific <br /> impacts. This would assist the Department in determining the <br /> level of demand as a result of new development. 13 Furthermore, <br /> the applicant should consider incorporating crime prevention <br /> measures into the subdivision design as well as establishing a <br /> "Neighborhood Watch Program. " Such features would , in part, <br /> compensate for the lower level of service provided to rural <br /> areas such as this. They include: <br /> Windows placed for easy resident surveillance of yards, <br /> corridors, entrances, streets, and other public and semi- <br /> public places ; <br /> landscaping which permits surveillance of open areas and <br /> entryways and does not provide places for concealment; and <br /> well-lighted streets, entrances, and house numbers. 14 � <br /> The Sheriff' s Department also anticipates that building <br /> materials -would be particularly vulnerable to crimes such as theft <br /> and vandalism during the construction period. Because no <br /> additional resources would be specifically allocated to patrol the <br /> site during this period, it is recommended that the applicant <br /> ' provide private on-site security to deter criminal activity. <br />
