3. SuggestedMitigati-on Measure <br /> r a. The San Joaquin County Board of Supervisors should <br /> consider establishing a funding mechanism whereby developers be <br /> assessed fees for upgrading the existing patrol staff and <br /> equipment. <br /> b. The applicant should consider incorporating the crime <br /> prevention measures discussed above to supplement the Department' s <br /> services. i <br /> C. Provide private on-site security during the construction <br /> F period. <br /> Fire Services <br /> 1 . Environmental Setting <br /> Fire protection services to the proposed project would be <br /> provided by the Waterloo Morada Fire District. The District has <br /> two stations, one located in close proximity to the site at 1925 <br /> e` East Foppiano Lane and the other located at Morada Lane and <br /> Highway 99 .n The District' s current staff consists of 17 paid <br /> firefighters and' 13 volunteer firefighters. Average response time <br /> to the project site from Stations 1 and 2 would be from three to 4 <br /> four minutes. ' <br /> .Water needs and facility requirements for fire protection <br /> will ultimately depend on the type of water system selected . <br /> County Fire Ordinance requirements for water supply, water <br /> pressure and hydrant spacing are quite specific for public water <br /> systems, however, lots utilizing private wells as proposed for <br /> this project are not presently regulated under County <br /> ordinance. Fire-flow requirements for residential subdivisions <br /> with a public water supply mandate 500-1 , 000 gallons per minute <br /> ii (gpm) for a duration of 2-3 hours, depending upon building design <br /> 1 . features and lot size. A minimum pressure of 20 pounds per square <br /> inch (psi ) is required , and hydrant spacing may be no more than <br /> 500 feet. If individual wells are provided for this project, <br /> water for fire protection purposes would be supplied by the E <br /> Fire District which currently operates three fire suppression t <br /> engines, one water tender vehicle, and one rescue vehicle. <br /> ? ' The District is under a mutual aid agreement with all cities <br /> in the County. If necessary , additional fire agencies would <br /> respond in the event of a major emergency . 16 1 <br /> 2. Env ironmental_ Tmpacts <br /> r <br /> The proposed project would increase the demand for the <br /> Waterloo-Morada Fire District ' s services. However, this increased <br /> demand would not significantly impact the Fire District' s ability <br /> to provide fire protection services within the area nor would it <br /> require additional staff or equipment. Representatives of the <br /> Fire District have indicated that ori-site emergency access appears <br /> 51 <br />
