y <br /> resident population of 10, 855 would be introduced into the project <br /> area . <br /> Four of the pending projects would be infill projects within <br /> the Morada Rural Residential Area and would result in the <br /> development infill of almost all of the currently vacant land in <br /> the Morada Area . Approval of the proposed project and suture <br /> F proposed project,-5 gn adjacent parcels included within the expanded <br /> study area boundaries would extend residential use to the south <br /> and east of the Morada Area , resulting in future pressure for <br /> County General Plan amendments and for rezoning of agricultural <br /> lands at the fringe of the urbanized area . This would result in <br /> further, removal of agricultural lands, some of which are now `in <br /> FWilliamson Act contracts. <br /> ` As a mitigation, the County should undertake planning along <br /> the fringe of the Morada Area to ensure that leapfrog development <br /> F does not occur upon completion of the infill development. This <br /> could be done as part of - the County ' s General Plan review <br /> currently in process . <br /> As a method of protecting prime agricultural land, the County <br /> should consider implementing measures such as Transfer Development <br /> Credits and directing development toward lands with <br /> less than prime soils . Again, these measures could be considered I, <br /> during the General Plan review. <br /> The possible addition of approximately 3 , 59 single-family <br /> E ' units, 200 mobile home units and 300 multi-family units to the <br /> project area would create significant demands on the Sheriff' s <br /> Department. Critical review of potential projects duringthe <br /> planning stages and the establishment of a fee structure whereby <br /> developers are required to contribute to the costs of additional <br /> resources for these services would reduce these impacts. <br /> r <br /> All of the proposed projects are within the Waterloo-Morada <br /> Fire District . Cumulative development as proposed is expected to <br /> generate significantly higher demands for fire protection <br /> services. However, due to a lack of specific project information <br /> for the various proposals, the degree to which the District will <br /> be able to accommodate cumulative demand is unknown at this time. <br /> With the exception of the Arnaiz project all of the <br /> cumulative development is within the Lodi Unified School District. <br /> ` Based on the District' s average student generation rate of 1 . 08 <br /> ' students per single-family dwelling unit, approximately 420 new <br /> students could be added to the District. Although the District <br /> currently has an expansion program involving construction of <br /> several new schools and reconstruc-tion of existing schools, the <br /> District anticipates that it will not have the capacity to serve <br /> District-wide projected student enrollment. Impacts <br /> generated by the Arnaiz project on the Stockton Unified School <br /> District are being studied in the forthcoming DEIR . <br /> 63 <br />
