1 rt l <br /> a <br /> Analysis <br /> Backctround <br /> On October 19, 2006, the Planning Commission approved Site Approval Application No. PA-0400396 for <br /> a religious assembly expansion that included a 14,000 square foot two-story multi-purpose building, 42 <br /> additional parking spaces, and in-bound access from Country Club Boulevard through parcel # 123-100- <br /> 33. The application was scheduled to expire on April 29, 2008. On April 25, 2008, the applicant submitted <br /> this application for a one (1)-year time extension because adequate funds were not available to commence <br /> the project. <br /> The applicant has also requested to phase the project as the religious assembly has not been able to obtain <br /> a reasonable construction loan. The applicant has stated financing for the.project will be more attainable if <br /> the project were phased. <br /> The requested Time Extension and Revision of Approved Actions do not substantially alter any of the <br /> approved Conditions of Approval, and approval of the Time Extension and Revision of Approved Actions is <br /> consistent with the requirements of the Development Title. <br /> Findings <br /> Prior to approving a Revisions of Approved Actions application for a Site Approval, the Planning <br /> Commission must determine that all findings required for the discretionary application under consideration <br /> are true. A one year time extension application and Revisions of Approved Actions application for <br /> phasing allows for the previously approved findings to remain in effect as the revision and time extension <br /> do not significantly alter the project. <br /> San Joaquin Valley Air Pollution Control District <br /> The Community Development Department received a letter from San Joaquin Valley Air Pollution Control <br /> District (SJVAPCD) dated June 9, 2008, indicating the following requirements: <br /> The proposed project would be subject to District Rule 9510. <br /> SJVAPCD did respond to the original Site Approval application but did not include this condition as the rule <br /> applies to projects that were granted discretionary approval on or after March 1, 2006. <br /> The applicant has been notified of this new condition by SJVAPCD and has agreed to meet this <br /> requirement.
