Recommendations <br /> k <br /> Action <br /> It is recommended that the Planning Commission: , <br /> 1. Approve the Negative Declaration; <br /> 2. Approve the One-Year Time Extension for Site Approval Application No. PA-0400936 with the <br /> Findings and Conditions of Approval contained in the Staff. Report; and <br /> 3. Approve the Revisions of Approved Actions application for Site Approval Application No. PA- <br /> 0400396 with the f=indings and Conditions of Approval contained in the staff report. <br /> Previously Approved Findings ` <br /> } 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the establishment, maintenance and operation of the <br /> use does not conflict with the General Plan because the use (multi-purpose building, <br /> parking and access)proposed in application PA-0400396 is consistent with the RIL <br /> designation and CIN designation, which in turn is permitted in the R-L and C-N zones. <br /> There are no master, specific or special purpose plans applicable to the project site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. d <br /> This finding can be made because all utilities, improvements, and other facilities are <br /> existing or will be provided as reflected in the approved site and/or improvement plan(s). <br /> California Water, Country Club Sewer District and Reclamation District#1614 (storm <br /> drainage) have provided "will-serve" letters for the proposed project. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the 2.31 acre project site is of adequate size and shape <br /> to accommodate the proposed use and all yards, building coverage, setbacks, parking <br /> areas and other requirements of the Development Title. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. In addition, a Traffic Study was conducted <br /> and indicated a less than significant impact on surrounding roadways and the effects of <br /> using the existing restaurant driveway would cause a less than significant impact on <br /> circulation and safety. <br /> San Joaquin County PA-04003961Bishop <br /> Community Development Page 4 <br />
