( , r <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> 3. ENVIRONMENTAL_ HEALTH DEPARTMENT: (Staff Contact: Amanda Boertien,468-3453) <br /> a. The existing mobile home/office restroom facilities shall be in good repair and be made available for <br /> use by staff/personnel during hours of operation. Any repairs to the existing septic system shall be <br /> conducted under a sanitation permit and inspection by the Environmental Health Department. <br /> b. Environmental Health shall require a soil suitability/nitrate loading study, incorporating proposed staff <br /> and customer use,which indicates that the area is suitable for septic tank usage. This must be <br /> performed prior to Improvement Plan approval (Development Title Section 9-1105.2[d]). A review <br /> fee of$465.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or EPA Design Manual for on-site waste water treatment and disposal systems is required for each <br /> parcel. A permit fee of$93.00 per percolation hole is required. <br /> c. The existing private water wells shall be tested for the chemical Dibromochloropropane(DBCP)and <br /> nitrates prior to Improvement Plan approval. Samples are to be taken and analyzed by a State <br /> approved laboratory(Development Title Section 9-1115.7) <br /> d. The applicant shall make notification to Environmental Health to conduct composting operations and <br /> make application for Notification Tier Permit within 60 days of operation. A fee of$372.00 is due at <br /> the time of application. <br /> NOTE: Any additional expansion of this composting operation will require additional permits <br /> concerning a full tier composting material handling facility permit(CMHFP). <br /> NOTE: A permit application package for full tier(CMHFP)would need to be submitted 180 days <br /> prior to the start date of any expanded composting operation. <br /> e. Environmental Health requires the applicant to submit plans for storm water management, odor <br /> management, and litter management in addition to a hazardous materials waste-screening plan. <br /> f. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development. (Water Code, Article 5, Section 13280) <br /> 4. LATHROP-MANTECA FIRE DISTRICT: (Staff Contact: J. R. Monty, 858-2331) <br /> a. The project must conform with the appropriate edition of the California Fire Code(currently,the 2001 <br /> edition) and all related standards. <br /> b. Fire department facility fees are to be paid in accordance with the San Joaquin County Ordinance <br /> and Resolution adopting the fee schedule(Industrial/Commercial-$0.43 per sq. ft.). This should not <br /> be considered an agricultural use. <br /> c. In order to commence construction beyond the foundation stage or storage of building materials, <br /> requirements for emergency vehicle access and adequate water for fire suppression shall be <br /> provided in accordance with Sections 901.3, 902.2.1, 903.2, and 8704 of the California Fire Code. <br /> San Joaquin County PA-05007261Sanchez <br /> Community Development Page 9 <br />
