G -2- ACCESS AND TRAFFIC CIRCULATION: Enclosed for your information is Public Works memo dated May 26, 1998. Access to the subdivision proposed by a 50-foot local residential street off of Carpenter Road. Access is proposed to be stubbed to property east of the project site. A traffic circulation plan needs to be developed to show how the traffic circulation for this proposed project will fit in with an overall traffic circulation pattern for the area. Temporary cul-de-sacs will be required for the development of Phase I. A traffic study is being requested by the Department of Public Works. The issue is the timing of the preparation of the study. SEWER: Enclosed for your information is a May 26, 1998, letter from the City of Stockton. This project will be required to annex to the South Stockton Community Facilities District 90-1. If a request for service is made, the application will be reviewed by the Local Agency Formation Commission to determine if the property should annex to the City of Stockton. It is my understanding that preparation of a Master Plan is required to bring sewer into the area, per the City's December 1, 1997 letter to Mike Quartaroli. DRAINAGE: The application shows an on-site storm drainage basin and indicates that the flow will be metered. There is no information with this application as to where and how the flow will be metered. The proposed the storm drainage basin is in the center of the proposed project. As such, the construction and maintenance of this facility should be to a higher standard than normal to insure that this basin is an integral part of the project. SCHOOL FEES: Enclosed is a letter from the Stockton Unified School District dated May 15, 1998. This letter states that the Stockton Unified School District will request that this project annex to Community Facilities District No. 2, as a condition of approval. The School Fee for the District is $3.01 per square foot of habitable building space. PARKS AND RECREATION: Attached is a copy of a letter from the Parks and Recreation dated May 7, 1998. This letter indicates that at the time of the full application fees will be required as a condition of approval, in lieu of park land dedication. STOCKTON METROPOLITAN AIRPORT: Attached is a copy of a letter from Stockton Metropolitan Airport dated May 4, 1998. Although this project is outside of the 65 db "Community Noise Equivalent Level" (CNEL) contour for the Stockton Metropolitan Airport it may be subject to the "single event noise exposer level" (SENEL) and as such the Airport will request as a condition of approval that the applicant grant a Deed of Aviation and Hazardous Easement to San Joaquin County. A copy of the deed form which is attached.
