G <br /> -2- <br /> ACCESS AND TRAFFIC CIRCULATION: <br /> Enclosed for your information is Public Works memo dated May 26, 1998. Access to the subdivision <br /> proposed by a 50-foot local residential street off of Carpenter Road. Access is proposed to be <br /> stubbed to property east of the project site. A traffic circulation plan needs to be developed to show <br /> how the traffic circulation for this proposed project will fit in with an overall traffic circulation pattern for <br /> the area. Temporary cul-de-sacs will be required for the development of Phase I. A traffic study is <br /> being requested by the Department of Public Works. The issue is the timing of the preparation of the <br /> study. <br /> SEWER: <br /> Enclosed for your information is a May 26, 1998, letter from the City of Stockton. This project will be <br /> required to annex to the South Stockton Community Facilities District 90-1. If a request for service is <br /> made, the application will be reviewed by the Local Agency Formation Commission to determine if the <br /> property should annex to the City of Stockton. It is my understanding that preparation of a Master <br /> Plan is required to bring sewer into the area, per the City's December 1, 1997 letter to Mike Quartaroli. <br /> DRAINAGE: <br /> The application shows an on-site storm drainage basin and indicates that the flow will be metered. <br /> There is no information with this application as to where and how the flow will be metered. The <br /> proposed the storm drainage basin is in the center of the proposed project. As such, the construction <br /> and maintenance of this facility should be to a higher standard than normal to insure that this basin is <br /> an integral part of the project. <br /> SCHOOL FEES: <br /> Enclosed is a letter from the Stockton Unified School District dated May 15, 1998. This letter states <br /> that the Stockton Unified School District will request that this project annex to Community Facilities <br /> District No. 2, as a condition of approval. The School Fee for the District is $3.01 per square foot of <br /> habitable building space. <br /> PARKS AND RECREATION: <br /> Attached is a copy of a letter from the Parks and Recreation dated May 7, 1998. This letter indicates <br /> that at the time of the full application fees will be required as a condition of approval, in lieu of park <br /> land dedication. <br /> STOCKTON METROPOLITAN AIRPORT: <br /> Attached is a copy of a letter from Stockton Metropolitan Airport dated May 4, 1998. Although this <br /> project is outside of the 65 db "Community Noise Equivalent Level" (CNEL) contour for the Stockton <br /> Metropolitan Airport it may be subject to the "single event noise exposer level" (SENEL) and as such <br /> the Airport will request as a condition of approval that the applicant grant a Deed of Aviation and <br /> Hazardous Easement to San Joaquin County. A copy of the deed form which is attached. <br />
