j. SIGNS: Sign details shall be consistent with Chapter 9-1710 of the Development Title and be <br /> included on.the Site Plan. All portions of any sign shall be set back a minimum of five (5) feet <br /> from any future right-of-way line, including any corner cut-off(snipe). (Development Title Section <br /> 9-1710.2[g]) <br /> 2. DEPARTMENT OF PUBLIC WORKS(Staff Contact: Bili DuBois,468-3000) <br /> a. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Sections 9-1 145.4 and 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> c. Dedication to result in a 25-foot-wide right-of-way from the centerline of Carrolton Road to the <br /> property line Shall be required across the frontage of APN 205-070-20. (Development Title Section <br /> 9-1150.5) <br /> d. The frontage,improvements for Carrolton Road shall be constructed in conformance with the <br /> standards forone-half of a 50-foot-wide right-of-way rural road. (Development Title Section 9- <br /> 1.150.2) <br /> e. The Traffic Impact Mitigation Fee shall be required for this project. The fee is due and payable at the <br /> time of each building permit application. The fee currently is$201.50 per daily trip-end generated in <br /> _the Escalon area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> ConstructionCost Index as published by the Engineering News Record. (Resolution R-00-433) <br /> f. The Reg ional.Traffic Impact Fee shall be required for this development. The fee is due and payable <br /> at the time of each building permit application. The fee currently is$1,3990.00 per 1,000 gross <br /> I square feet of building classified as Service Commercial. The fee is based on the current schedule. <br /> (Resolution R-06-38) <br /> g. A copy of theSFinal Site Plan shall be submitted prior to the release of building permits. Show on-site <br /> traffic circulation, staging, and entrance and exit plans relevant to inflow and outflow of vehicles <br /> during drop-off and pick-up times of students. Refer to the traffic study for trip volumes during critical <br /> times. The plan should account for staging areas utilized as drop-off/pick-up zones close to the <br /> school's internal pedestrian walkways. Conflict points between pedestrians and vehicles should be <br /> avoided, Paining aisles may be utilized as queuing zones during peak hour times to prevent <br /> overflow of traffic onto the public roadways. A separate parking area for school faculty should be <br />'4 established away from the main (general public) parking areas. Establish internal"No <br /> Stopping/Parking"areas as necessary to preserve a clear staging area(drop-off/pick-up).. <br /> h. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon;.submittal of verification. <br /> The applicant shall obtain a Storm Water Pollution Prevention Plan permit from the State Water <br /> Resources Control Board prior to the beginning of any construction. <br /> j. Prior to issuance of the Phase 2 building permit, a traffic signal shall be installed at the intersection of <br /> . �, <br /> State Route 1;20/Carrolton Road.
