District <br /> t <br /> April 20, 1998 <br /> Kerry Sullivan APR 2 2 1998 <br /> San Joaquin County C°m1nunity Dev <br /> Community Development Department elo <br /> Development Services Division <br /> mEnt D�I� <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: USE PERMIT - HORSE BOARDING, BREEDING, TRAINING (UP-98-5) <br /> i <br /> t Dear Ms. Sullivan: <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has reviewed the <br /> proposed project and offers the following comments: <br /> r The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). <br /> s The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> i <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> 1 appropriate from an air quality perspective. However, the District is concerned with the <br /> potential for this project to produce objectionable odors which may result in complaint calls <br /> to our office. Therefore, animal waste materials should be properly disposed of in a timely <br /> P fashion to eliminate this potential. <br /> Additionally, the construction phase of this project can generate emissions from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> related activities. As a result, this project is subject to District Regulation Vlll (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources.
