I
i
To San Joaquin County Planning Commission
RE: Pasos de Oros I Stacey Powers
20808 S. Carrolton Road
,
Ripon, CA 95388
Dear Sirs,
i
Having reared from the Department of Justice, as an Attorney General Investigator, after 18 years I decided that I wanted to
take riding lessons. Since I had surgery on my back in 1993, 1 needed a gaited horse for the smooth ride they offer. I began
do research to find a naturatly gaited, and naturally sweet dispositions horse. Thus, my search led me to the breed of horse
known as Peruvian Pasos. By reputation they are gentle sweet animals, with the smoothest gait of all the gaited breeds. Due to
my back ground I "do my horrrewowl I check things out before I jump into something. i began my search by talking to
owners, breeders, exhibitors, dealers of Peruvian Pasos. I was told by several of these Pennrian.Paso educated folks that one
of the best training centers for novice riders was Pasos de Oro, run by Stacey Powers in Ripon, CA. I was told that Stacey I
and her daughter, Kelly were nationally noted breeders and exhibitors of Peruvian Paso horses; that Kelly Powers was one of 1
the best young riders in the United States and that her mother Stacey was very invotmd in educating folks young and old about
the breed. I was told that I could trust Stacey not to put a novice rider in a situation that they were not prepared for, that she
has a good eye for matching the person to the horse; that she was a skilled horsewomen herself and an e=ellent teacher.
On 04-041998, my husband (Tom) and myself went to a schooling show at Pasos de Oro. We found a clean well managed
horse farm, far tidier than any we have seen previously. which accommodated folks of an ages and skips levels_ The horse
pens we meticulously groomed, there was plenty of parking near the vineyard for cars, vans and horse trailers. I again taked
witty folks who knew Stacey and was encouraged to talk with her about lessons,Although eAremey busy with the show she
took time for this novice to a)plain her programs. This particular event was also a fund raiser for"Hold Your Horses"
Therapeutic Riding Group. it was a heart warming sight to see some of the handicapped kids horseback More individuals
should reach out with such concern and generosity.
Now Pasos de Oro is two (2) hours from where I Eve, but I will tell you that the drive is certainly worth the eAra effort. Stacey
has literally spent far more hours with me that she has charged me for making sure that I understood all of the safety rules for
working around the horses. I have now been to Pasos de Oro, on five (5) different occasions, and have always found the
grounds neat and Gean.Tire fences are all in exceAent repair and the horses all appear healthy and well cared for. When
young riders were there for lessons, they were supervised at all times, and safety was emphasized.
The grounds at Pasos de Oro, are set up in such a way that cars, horses, people walking, or even folks in wheel chairs can
easily and safety get around the ranch. I feel that paving or sidewalks would be hazardous, as such surfaces are slippery for
horses, and much harder to fag on, should someone take a fall. I also do not feel that paving is necessary as the hard packed
sand roads are firm enough for the handicapped on crutches or wheelchair bound as exhibited my own mother who recently
toured Pasos de Oro via her wheel chair.
Please feet free to contact me at any time regarding Pasos de Oro.
i
Ed Wd2b:i~0 L66 T 80 'B nd 'ON :3NOHd WMA
