April 20, :1998 APR 22 198
CInn-1tll7i
San Joaquin tYDe,,I,pr eptD
 qu County ept
Community Development Dept.
1810 East Hazelton Ave
Stockton, CA 95205
i ATTN: Kerry Sullivan
SUBJ: Stacey Powers
Use Permit Application Number: UP-98-5
We are sending this letter in response to the notice we
received on April 4, 1998.
This notice was regarding a use permit application for horse
boarding, breeding, and training stables for a maximum of 64
horses.
Ms. Powersj; is our neighbor to the West just across the SJJID
(R) canal. We are strongly g y 0 pposed to this proposed endeavor
and urge a no vote for the preservation of our environment
and property values. Please allow us to explain our position
and reasons for opposition.
ry
In the first place, we don't feel 15 acres is nearly enough
land to properly care for 64 horses and dispose of their
urine and manure. When we looked at the site plan we noticed
the legend used the word "future" several times. one of
these references, #21, stated future pasture. This was very
interesting since her property is not entirely fenced thus
allowing her clients access to other neighbors properties for
the purposes of horseback riding. This has happened on
several occasions and we have been forced to call her and ask
that she stop her clients from riding their horses on our
property.
To close or fence all sides of her property would require a
record of survey on the North, South and possibly the East
side so she would know the exact location of her boundaries
for the installation of such fencing. In addition, a good
neighbor gate would have to be installed on our East/West
boundary near the bridge that connects our properties. This
bridge is not shown on the site plan map, nor is any of this
information listed on the negative declaration.
