Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No.-PA-1500200 with the Findings,Williamson Act Principles <br /> of Compatibility, and Conditions of Approval contained in the Staff Report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the Animal Raising - Small Animals use type is <br /> consistent with the A/G (General Agriculture) General Plan designation, and in turn may be <br /> conditionally permitted in the AG-40 (General Agriculture, 40-acre minimum) zone with an <br /> approved Site Approval application. There are no Master Plans, Specific Plans or Special <br /> Purpose Plans applicable to this project. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the necessary facilities have been provided and the <br /> proposed improvements are properly related to existing and proposed streets and <br /> highways. All utilities, improvements, and other facilities are existing or will be provided as <br /> reflected in the approved site and/or improvement plan(s). Additional utility and sanitation <br /> systems are not required. As a condition of approval, a revised Manure Management Plan <br /> shall be submitted to the Environmental Health Department for approval. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 78.14-acre parcel is of adequate size and shape to <br /> accommodate the proposed poultry ranch expansion. The Site Plan shows that there is <br /> sufficient area for parking, loading, and circulation, in compliance with the standards of <br /> the Development Title. The applicant requested a modification to the required number of <br /> parking spaces because the number of employees with not increase with the expansion, <br /> and :visitors to the site are limited for biosecurity reasons. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts. The Central Valley Regional Water Quality <br /> Control Board stated that the project will be required to file a Notice of Intent and receive <br /> coverage under the General Order. The design and construction of any new ponds will <br /> also require Executive Officer approval prior to construction and use, and water flowing <br /> San Joaquin County PA-1500200/Jenkins <br /> Community Development Page 8 <br />
