In addition, the San Joaquin Valley Air Pollution Control District concluded that <br /> the project specific criteria pollutant emissions would not have a significant adverse <br /> impact on air quality, and that the project would not be subject to District Rule 9510 <br /> (Indirect Source Review). The project is also subject to Development Title's ordinance <br /> requirements. Therefore, the project is expected to have a less than significant impact on <br /> the environment. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use will not interfere with nor alter-the <br /> current land uses on adjacent properties. Surrounding land uses to the north, south, east, <br /> and west include agricultural crops and single-family residences with detached accessory <br /> buildings on agriculturally zoned parcels. The proposed use is agricultural in nature and the <br /> project site is zoned AG-40 (General Agriculture with a 40-acre minimum). <br /> Williamson Act Principles of Compatibility <br /> 1. The use will not significantly compromise the long-term productive agricultural capability of the subject <br /> contracted parcel or parcels or or, other contracted lands in agricultural preserves. <br /> • This Principle of Compatibility can be made because the proposed use is for a poultry egg <br /> farm and is an agricultural use as defined in the Williamson Act. The use is an approved use <br /> on contracted lands pursuant to Development Title Section 9-1810.3. The proposed <br /> expansion will not impact the long-term productive agricultural capability of other <br /> contracted lands in the agricultural preserves. <br /> 2. The use will not significantly displace or impair current or reasonably foreseeable agricultural operations <br /> on the subject contracted parcel or parcels or on other contracted lands in agricultural preserves. Uses <br /> that significantly displace agricultural operations on the subject contracted parcel or parcels may be <br /> deemed compatible if they relate directly to the production of commercial agricultural products on the <br /> subject contracted parcel or parcels or neighboring lands, including activities such as harvesting, <br /> processing, or shipping. <br /> • This Principle of Compatibility can be made because the use will not significantly displace <br /> or impair current or reasonably foreseeable agricultural operations on the subject <br /> contracted parcel or parcels or on other contracted lands in agricultural preserves. The <br /> proposed use is for a poultry egg farm on the contracted parcel. <br /> 3. The use will not result in the significant removal of adjacent contracted land from agricultural or open- <br /> space use. In evaluating compatibility, a board or council shall consider the impacts on noncontracted <br /> lands in the agricultural preserve or preserves. <br /> • This Principle of Compatibility can be made because the existing use, Animal Raising — <br /> Small Animals, will encourage continued and expanded agricultural uses in the area. The <br /> Animal Raising — Small Animals use type is a permitted use on property under contract <br /> subject to an approved Site Approval application. The existing use is a poultry egg farm and <br /> is consistent with surrounding agricultural uses and with the A/G (General Agriculture) <br /> General Plan Designation.
