Extended Plume Definition.-7500 W 11th St.,Tracy,CA. Page 11
.. 6.0 WATER QUALITY IN POTABLE WATER SUPPLY WELLS
As was requested by the SJCEHD (San Joaquin County Public Health Services, 1999b), the
+- first phase of site characterization conducted at the Navarra Site that was conducted in April
and May 2000 included a search for drinking water, agricultural and industrial wells within a
2,000-ft. radius of the site (The San Joaquin Company Inc. 2001g).
In a letter dated October 26, 2001, the SJCEHD requested an additional search for
residential, industrial and commercial wells, including a compilation of all available data
'e regarding well construction details and other information about each of the wells identified in
the area (San Joaquin County Public Health Services 2001 a). However, the USTCF refused
to fund that open-ended search for well information. Instead, they restricted the search for,
'"` and preparation of, a compilation of available data regarding the construction details and use
of those wells in which the groundwater may be at least at some risk of being affected by the
release of hydrocarbon fuels at 7500 West Eleventh Street.
Available information about the wells found in the area of the 7500 West Eleventh Street site
is shown in Table 6. The locations of the wells that remain extant in the immediate area are
shown on Figure 2.
6.1 Monitoring of Potable Water Quality
After additional discussion with SJCEHD staff, it was agreed that the wells on the following
properties should be monitored for the presence of fuel hydrocarbons.
7500 West Eleventh Street
24195 South Chrisman Road
7601 West Eleventh Street
23901 South Chrisman Road
,r 23950 South Chrisman Road
Carmelo Business Park
,. As specified in the approved work plan (The San Joaquin Company Inc. 2003a), a
monitoring program for the potable water-supply wells listed above was initiated on April 1,
2004. Three additional monitoring rounds, conducted at quarterly intervals, are planned.
6.1.1 Well Head Inspection,_Repair and Installation of Sampling Ports
After obtaining the authorizations of the well owners, each well was inspected by SJC's State
+ of California DHS-certified Water Distribution Operator to determine whether the well pump
and headwork system was in good mechanical repair and that sampling ports were present
•- that complied with San Joaquin County community water supply regulations.
In the case of the well at 7500 West Eleventh Street, which was, at that time, rehabilitated
following a fire that gutted the Casa Mendoza restaurant, SJC's inspection found that a
sampling port had been included in the new head works, but that it was improperly located.
sic
