INTRODUCTION
This Nitrate Loading/Soil Suitability Studies report contains the testing, analyses, studies and
engineering design for the project referenced on the Title Page. It is a requirement of the San
Joaquin County Environmental Health Department(EHD)that a technical report containing these
topics for new projects that may impact groundwater with nitrate be submitted to the Department.
This report is structured differently than previously submitted reports since the wastewater
management for this project has a high degree of complexity and therefore, this portion of the
project was completed in three Phases. The first two Phases are made as Attachments to this
Report, while this Nitrate Loading/Soil Suitability Study constitutes Phase III of the project.
The Phase I Report discusses the results of the testing and analysis of the soils where all
generated effluent from the existing Omelet House Restaurant and future ARCO Service Station
will be disposed of, and primarily encompasses the required documentation for the Soil
Suitability Study. In addition, the effluent from the Restaurant was tested and analyzed to
determine baseline levels of the constituents of concern so that engineering design considerations
could be formulated.
The Phase II Report is the engineering design and operational parameters for the treatment and
disposal of effluent to the on-site soil environment from the two commercial businesses.
The Nitrate Loading Study portion of Phase III constitutes the majority of this Report. Nitrate
loading can be considered one of the most critical environmental items in the purview of EHD.
If nitrate loading can be mitigated, other constituents of concern, namely Biochemical Oxygen
Demand(BODS) and Total Suspended Solids (TSS), are typically controlled to acceptable levels.
Within the text of this report, Bolded Section (§) numbers are referenced below at the beginning
of a Section that corresponds with the EHD Requirements Checklist. Section Numbers
referenced as SSS§ are Sections applicable to the Soil Suitability Study Requirements
Checklist. Section Numbers referenced as NLS§ are sections applicable to the Nitrate Loading
Study Requirements Checklist. Each Section on the Checklist has from one to eight
subsections, but are not individually specified below. However, each Section addresses the
required subsection information, or makes reference to this information found in the page
number and paragraph of the Phase I and/or Phase II Reports. Since discussions on nitrate
loading are predicated upon the soils investigations of the subject site, the Soil Suitability Section
is covered first.
Chesney Consulting
