Item No. 2 <br /> PC : 3-21-85 <br /> GP-85-8/PD--85-1/S-85-2 <br /> Page 4 <br /> ANALYSIS <br /> SI S <br /> The proposed amendment is the result of a request to allow <br /> . residential development at the Tracy Golf and Country Club. <br />} The. 'amehdment , as proposed, would allow residential development <br /> to be integrated into `those recreation areas which are. <br /> designated as Commercial Recreation .on the General Plan. The <br /> Commercial Recreation General ,Plan designation is applicable to <br /> all private recreation areas and to public recreation areas <br /> f except parks. <br /> The residential development would be a secondary use and would <br /> not be allowed to detract from the primary recreational use of <br /> the property. <br /> The proposed density for the residential development is one <br /> dwelling unit per two gross acres . Dwelling units can be <br /> clustered on lots smaller than two acres if the commercial <br /> recreation area has permanent open space and the General Plan <br /> density is not exceeded for the entire development . <br /> The Planned District (PD) Zone would continue to be the imple- <br /> menting zone for the Commercial Recreation designation. This <br /> zone allows the developer flexibility to take advantage of, the <br /> unique features of the recreation area. The PD Zone requires <br /> approval of a Site Plan which will allow the opportunity to <br /> assure that the residential development is integrated into the , <br /> recreational use and is not detracting from the primary use . <br /> The General Plan policies relevant to this proposal 'include; <br /> "To provide all residents with a choice of alternate living <br /> environments which are safe, he and pleasant , and which <br /> include the desired level of cultural , educational , <br /> recreational , and shopping facilities. " (LU/C', Page 13) <br /> . The proposed amendment would allow the development .of an <br /> alternate living .environment which emphasizes the <br /> recreation amenities. <br /> "The provision of a wide variety of housing types, and the <br /> use of new and more efficient residential design concepts,_ <br /> such as dwelling clusters and planned unit developments, ' <br /> will be encouraged. " (LU/C, Page 13) <br /> The use of the PD Zone to implement the proposal will <br /> encourage different residential design concepts-, such as . <br />
