Analysis <br /> Background <br /> Pursuant to UP-0289, a lumberyard was established on APN: 179-171-25 prior to 1956, and, <br /> pursuant to BP-173792, the existing pallet facility was established onsite prior to 1992. The <br /> subject parcel (APN: 179-171-29) for the proposed expansion area is currently vacant. <br /> On April 13, 2018, the applicant filed this Use Permit to expand the existing 1.16 acre pallet sales <br /> and repair facility to include the adjacent 0.55 acre parcel for storage only. <br /> Merger <br /> The proposed project is an expansion of an existing pallet sales and repair facility onto an <br /> adjacent parcel. If this Use Permit is approved, the facility will encompass two (2) parcels. <br /> Therefore, as a Condition of Approval, a Merger application will be required. The Merger <br /> application must be completed prior to the issuance of any building or grading permits for the <br /> facility expansion. A fee is required for this application. <br /> Facility Operation <br /> The pallet repair facility operates Monday through Saturday, from 7:00 a.m. to 4:00 p.m. with <br /> three (3) employees per shift. The applicant estimates having one (1) customer per shift and a <br /> total of four (4) vehicles per shift. Currently, the existing pallet repair facility operates with one <br /> office building and one covered repair area. The remainder of the parcel is utilized for pallet <br /> storage. The proposed expansion parcel, with a proposed surfacing of compacted aggregate <br /> base, will be for pallet storage only; no structures are proposed. <br /> Screeninq of Storage Areas <br /> Pursuant to Development Title Section 9-1022.4(e)(2)(A), storage materials and related activities <br /> shall be screened so as not to be visible from adjacent properties and public rights-of-way. Said <br /> screening shall be six (6) to eight (8) feet in height. Items stored within one hundred (100) feet of <br /> a dedicated street or residential zone shall not be stacked higher than two (2) feet above the <br /> adjacent screen. <br /> The subject parcel is visible on the south side from Clark Drive and on the west side from Clark <br /> Drive and State Route 99 East Frontage Road. If this Use Permit to expand the existing facility for <br /> storage only is approved, the parcel must be screened on these sides so as not to be visible from <br /> these public rights-of way. Additionally, materials can be stacked no higher than two (2) feet <br /> above the screening within one hundred (100)feet of these streets. <br />
