Martin DEPT.
San Joaquin County Planning Division PLANNING Divisi{ON
1810 East HazeltonAvenue
Stockton, California 95205
Dear Mr. Martin:
The Department of Fish and Game (DFG) has reviewed
Mr. John B. Sandmanfs application for a Vesting Tentative Map (TM)
to subdivide 160 acres into 16, 10-acre lots. The project site is
located about fourllmiles south of Clements on the west side of
Clements Road, about one mile north of Brandt Road in San Joaquin
County. The property is designated in the General Plan as
Agriculture, 10-acre minimum.
Vegetation onithe subject property consists primarily of
grassland with several scattered mature valley oak trees. An
intermittent stream with a small pond occur on the property. The
Vesting TM indicates a few vernal pools occur in lots 71 8, 13,
and 16.
The DFG recommends the following mitigation measures be
incorporated into the Vesting TM:
1) All the oak trees be protected. No soil disturbance
or compaction be allowed within 30 feet of the
dripline of each tree.
2) A 50--foot natural setback buffer be established on
each side of the stream.
i
3) A 100-foot natural setback buffer."be established
around the pond.
4) The vernal pools in lots 7, 8, 13 , and 16 and a
50-foot buffer around them should be designated as
"Open Space" and protected.
If these mitigation measures are made a condition of permit,
approval, DFG would concur with a Findings that the project
qualifies as a Mitigated Negative Declaration under California
Environmental Quali1ty Act Guidelines.
The applicant should be advised that work within the 100 year
floodplain consisting of but not limited to, diversion or
obstruction of the ;natural flow or changes in the channel, bed, or
bank of any river, ;stream or lake, will require notifications to
the DFG as required by Fish and Game Code Section 1600 et seq. i
.9
I'
II
