Box 336 <br /> Tracy CA 95378 <br /> Subject: Fayette Manufacturing Corporation <br /> 7675 Eleventh Street <br /> Tracy, California <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed <br /> Subsurface Soil, Groundwater and Soil Vapor Investigation Report, Fayette Manufacturing <br /> Site (the investigation report) dated 19 May 2008, and Third Quarter 2008 Groundwater <br /> Monitoring Report for the Fayette Manufacturing Site (QR), dated 29 August 2008, both <br /> prepared by your consultant ATC Associates, Inc. (ATC) for the above referenced site. <br /> The subsurface investigation was conducted to evaluate the risk posed to human health <br /> and the environment from residual contamination from the unauthorized release from the <br /> underground storage tank (UST) system formerly located on the site; the EHD had <br /> directed the investigation in preparation for site closure consideration. By letter dated 27 <br /> July 2007, the EHD approved the work plan dated 09 July 2007 to conduct the <br /> investigation, but had not approved grab groundwater sampling from the soil borings as <br /> the area was covered by monitoring wells. <br /> Between 13 September and 27 September 2007, ATC collected soil gas samples from <br /> two temporary vapor probe borings and collected soil and groundwater samples from six <br /> soil borings advanced on the site. The analytical results from the soil vapor samples were <br /> utilized in a Johnson and Ettinger model to estimate exposure risk and hazard posed by <br /> vapor migrating into structures on the site; contaminant concentrations in the soil vapor <br /> were found to exceed the 1 in a million cancer risk and the hazard index value of 1. The <br /> investigation report stated that soil and groundwater analytical results exceeded the <br /> Environmental Screening Levels (ESLs) established by the San Francisco Bay Regional <br /> Water Quality Control Board (SFBRWQCB). Based on these results, which indicate an <br /> excessive risk and hazard level posed by the residual contamination, ATC recommended <br /> preparation of a feasibility study, preparation of a corrective action plan, and a risk-based <br /> corrective action tier 11 site-specific target level evaluation. <br /> The EHD approves preparation of a feasibility study and corrective action plan to address <br /> impacted soil and groundwater in the former UST pit area. <br /> Directive Letter 0209 <br />
