Therefore; considering-the nitrogen concentrations justified above, we find a theoretical nitrogen
concentration of 14 mg NIL from blackwater plus 17 mg NIL in the_graywater, for a value of 31 in
NIL in the septic effluent in calculating nitrate loading for this project. A value of 62 mg N/L is
typically used residential calculations, as indicated in the scientific literature (Ref. 9, Pg.149)."
Consequently, the nitrogen concentration from the Tracy Islamic.Center can be estimated-to be
approximately one-half of a typical residential concentration. This is very conservative given that
domestic household blackwater.wastes (toilet), graywater wastes (showers, laundry, tooth brushing),
and kitchen wastes(food, cooking oils, dishwashing).would be a much higher (an estimate being
four to five times higher).concentration than what is to be expected from the Tracy.Islamic Center.
WASTEWATER FLOW VOLUME PROJECTIONS
To determine nitrate-nitrogen loading.from any project, wastewater flow volumes must be
determined as accurately:as possible: Loading projections are normally based on the maximum
anticipated wastewater flows.. These numbers have been defined by Mr. Arain and have been
charted by Shack and Company on the Application fora Use Permit.' This data is found in
Appendix D and is entitled "Use and Activities Descriptions: Site Approval - San Joaquin County."
The Chart defines a"Phase I and afuture Phase R." Phase 11 is anticipated within five years after
Phase I completion. As noted at the right-hand side of the Chart, the total number of Worshipers
are summed for Phase II;.which represents the ma;6mum number of on-site people for any given
day. Monday through Thursday, and Saturday will have a proposed.maximum of 140 people per
day. On Fridays., 235 Worshipers are expected, and on Sunday, 250 Worshipers are expected. A
maximum of 15 of these 250 Sunday Worshipers are to be students.
In addition, a"Community Room" is also referenced on the Use and Activities Chart. As noted,
there will be no food preparation in the Mosque
-and therefore no kitchen. Activities may include
meals prepared off-site with a"warming kitchen" available for serving only.
The San Joaquin County Onsite Wastewater Disposal Standards assigns 5 gallons per person .when
there is no kitchen in a House of Worship. In conversations with Mr Arain, he estimated that-
approximately one-half gallon of water is used'for hands, face and feet washing. The washing
procedure consists more of a"dampening, orslight wetting"than of an actual."washing."
Additionally, no soap is used in this process. In conjunction with the fact that due to cultural
practices, the volume of blackwater generation should be very low, along with the low volume of
wash water, the assigned 5 galIons-of water per person to be used in the calculations is extreme and
represents an enormous safety factor.
Therefore, considering the total number of people on_a weekly basis, we have:
140 people x 5 gals/person x 5 d/week (Monday-Thursday and Saturday) = 3,500 gals .
235 people x-5 gals/person x 1 dlweek (Friday) = 1,175 gals
250 people x 5 gals/personx 1 dlweek (Sunday) = 1,250 gals
Total wastewater flow per week=.5,925 gals/wk
Total wastewater flowper year=5,925'gals/wk x 52 weeks/yr=308,100 gals/yr
V 12
Chesney Consulting
