o Three overhead electrical transformers were observed on a power pole located near the
southwest corner of the property along W. Eleventh Street (Figure 2). The transformers
were not labeled as to containing PCB oil and appeared to be in good condition.
However, one of the transformers did have some staining on the bottom of it, possibly
indicating it had leaked.
o The area over the septic tank on-site was observed between the two buildings According
to Mr. Granger, the ]each field is also located between the two buildings.
o No evidence of existing underground tanks were observed (e.g., fill pipes, vent lines,
covers, asphalt patches, etc.).
o No on-site oil sumps or disposal pits were observed.
o A water supply well with a small storage tank was observed adjacent to the north side of
the cinder block building. The well appeared to consist of 6 to 8-inch PVC casing.
o A suspected hydraulic lift was observed in a concrete slab Iocated adjacent to the north
side of the cinder-block building.
o A scrap metal pile was observed at the northeast corner of the wood-framed building. In
addition, a stack of approximately 10-foot long railroad timbers was observed near the
fence along the north-side of the property-
Mr. Madison walked the site and observed that the site was covered by soil and vegetation. In
addition, The on-site buildings were also toured, and Mr. Helms was consulted regarding the site's
history. Each of the on-site buildings were toured and inspected. No hazardous materials were
observed on site.
5,.22 Results of Regulatory Agency Database Search
Interviews, record searches and site inspections were reviewed to indicate past usage of the
property has included the operation of an auto wrecking facility. Research was conducted
utilizing Federal, State and Local regulatory databases to assess potential environmental liability
of up to a one-mile radius of the property boundary.
VISTA Environmental Information, Inc. (Vista) was retained by Smith Environmental to perform
a computer generated search of available databases. The .database sources reviewed and the
search distances for each database meets or exceeds the American Society for Testing and
Material Standards (ASTM) guide for environmental site assessments. The agency databases
searched, including a brief description of these databases reviewed and the locations of identified
sites, are found in Appendix III. Additionally, Section 10.0 lists local agencies contacted.
5
wA96730\ph1rpt.doc 5 `s
