The purpose of my letter to <br /> you is two-fold; I will attempt a chronology of the events as I know them for clarification and secondly, <br /> I wish to express some concern regarding Mr. Lopez' actions while he was in our department on your <br /> company's behalf. <br /> On June 23, 1994, a 1000 gallon unleaded gasoline underground storage tank (UST) was removed <br /> from the above reference facility and the required soil and groundwater sampling was witnessed by Mr. <br /> Bill Snavely, Senior R.E.H.S. of the San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD). <br /> li <br /> PHS-EHD received the completed tank removal report as prepared by Dillard Environmental Services <br /> on July 22, 1994. Mr. Snavely discussed with me options available to you regarding the subsequent <br /> groundwater sample that evidenced contamination. As it was possible that sloughed soil within the <br /> tank excavation influenced the outcome to the "grab" groundwater sample, our recommendation was to <br /> pump out a significant amount of the groundwater to allow for recharge within the tank excavation, and <br /> then collect a more representative sample for laboratory testing. i <br /> ,i <br /> Mr. Snavely was present for the collection of the groundwater sample, however at the time of his visit <br /> he had not understood that groundwater had been removed from the excavation. Mr. Snavely had <br /> discussed the groundwater pumping with representatives from Dillard Environmental Services rather <br /> than with Mr. Lopez, a representative from your company. i <br /> Mr. Lopez initially met and discussed the site with Ms. Margaret Lagorio, Lead Senior of the Site <br /> Mitigation Unit. Ms. Lagorio being unfamiliar with the sampling events, excused herself from the <br /> reception area to discuss the site with Mr. Snavely. Mr. Snavely, Ms. Lagorio and I met with Mr. <br /> Lopez and after much discussion and confusion, we concluded that PHS-EHD had not received the <br /> laboratory sampling results for the July 28, 1994 groundwater resampling, Dillard Environmental <br /> Services had not performed the groundwater removal, and that Mr:!Lopez had removed the <br /> groundwater himself. Evidently, Dillard Environmental Services was unaware of this fact when Mr. <br /> Snavely had inquired at the July 28 resampling event ` <br /> a <br /> s <br /> In any case, once this fact had been established, I asked Mr. Lopez to prepare a written explanation of <br /> how the groundwater had been removed from the tank excavation,!where the groundwater had been <br /> discharged, and how frequently this removal took place in order to`iallow for the recharge activity.
