(Wright) has prepared this workplan for the preliminary subsurface <br /> site investigation at the above referenced site (see Figure 1). The purpose of this work is to ascertain <br /> presence of suspected petroleum contaminants in soil and groundwater in the vicinity of the former tank <br /> areas as required by the San Joaquin County, Public Health Services - Environmental Health Division <br /> (PHS-EHD) in their letter dated August 16, 1999. This workplan revises and supereedes the previous <br /> Wright workplan submittal to PHS-EHD dated December 8, 1999. <br /> BACKGROUND <br /> On August 8, 1988 one 1,000 gallon diesel underground storage tank (UST, T-1) was removed from the <br /> site. One soil sample and one "gab" groundwater sample each was collected from the tank pit. Analysis <br /> of the soil sample revealed 8,700 parts per million(ppm) Total Petroleum Hydrocarbons (TPH), 0.8 ppm <br /> Benzene, 1.4 ppm Toluene, and 1.1 ppm Xylene. Analysis of the water sample revealed 56,000,000 parts <br /> per billion(ppb)TPH, 11,000 ppb benzene,3,100 ppb Toluene and 7,200 Xylene. <br /> On June 23, 1994, one 1,000 gallon gasoline UST, T-2 was removed from the subject site. Four soil <br /> samples and one "gab" groundwater sample were collected for analysis following tank removal. Two soil <br /> samples collected from the tank pit bottom were reported as none-detected for petroleum constituents,and <br /> two soil sample collected from the stockpile revealed very minor petroleum hydrocarbon contamination. <br /> The water sample revealed 11,000 ppb TPH as Gasoline ('IPHG), 110 ppb Xylene and 190 ppb <br /> Ethylbenzene. On July 28, 1994, another water sample was collected which revealed that petroleum <br /> hydrocarbon constituents were not detected On September 13, 1994 PHS-EHD gave notification that thee <br /> results were acceptable pending receipt of a written explanation of how the groundwater samples were <br /> collected however. that explanation was not received Methods of purging groundwater (if performed) <br /> from the former tank pit prior to collecting groundwater sample apparently were not forwarded to PHS- <br /> EHD for evaluation prior to their issuing(if warranted)final closure of T-2 site. Current law requires all <br /> sites to be tested for methyl tertiary butyl ether (MTBE) prior to issuance of a notification of closure by <br /> PHS-EHD. <br /> The PHS-EHD indicated that further assessment work was needed to ascertain lateral and vertical extent <br /> and impact to soil and groundwater. In addition, PHS-EHD has required a well survey, which documents <br /> the locations of all domestic, municipal, industrial, agricultural and other wells within a 2,000-foot radius <br /> of the site. One domestic water supply well exists on the site. An application for reimbursement from the <br /> State Water Resources Control Board UST Clean Up Fund has not yet been filed for this site. <br /> 67 E. 10th Street .
