The soil <br /> is currently stockpiled at WSP's Tracy Facility. WSP proposes to dispose of the soil by <br /> transporting it to their Hughson Facility and processing it through their asphalt batch plant. <br /> Under normal conditions the proposed activity would require a Permit to Operate issued by the <br /> San Joaquin Valley Unified Air Pollution Control District (APCD). On behalf of WSP, RESNA <br /> Industries Inc. (RESNA) is requesting an exemption for obtaining a Permit to Opeiate under <br /> . <br /> Experimental,Research_Operations Rule 2021.because_the proposed activity meets the`defnition <br /> and requirements of an experimental research operation. <br /> The process of using an asphalt burner to remediate hydrocarbon impacted soil meets the <br /> definition of experimental research operations because it is innovative, it is not a common use <br /> for an asphalt burner, and it is not readily available from a commercial supplier. <br /> The proposed activity meets the requirements of Rule 2021, Section 4.0 which state that 1) the <br /> purpose shall permit investigation and experimentation to advance the state of knowledge of a <br /> technology; 2) the APCD shall be notified in writing of the purpose, goals, measures taken to <br /> minimize emission of air contaminants, dates, and schedules; 3) the cumulative total days of <br /> operation shall not exceed 180 days; 4) test results shall be submitted within 60 days after each <br /> (=ERS\1-101293.FNL) <br /> k <br />
