These <br /> requirements are discussed in the following paragraphs. j <br /> II <br /> The purpose of the operation!is to determine the feasibility and evaluate the effectiveness of the <br /> asphalt burner to remediate soil. The goal is to reduce concentrations of hydrocarbons in the <br /> soil to nondetectable levels so that the soil may be used as subbase for roadways and the risk <br /> of leaching hydrocarbons to groundwater is eliminated. <br /> The soil will be processed through the asphalt batch plant burner which operates at a;minimum <br /> temperature of 400 degrees Fahrenheit. It is expected that at this temperature hydrocarbons will <br /> be destroyed in the combustion process and the emission of air contaminants would be minimal <br /> _since�zjthere is only an estimated pounds of_total.petroleum;hydr_ocarbons as_diesel_and;0.12 <br /> total pounds of benzene, toluene," ethylbenzene, and xylenes in the soil. Samples will be <br /> collected from processed soil and submitted for laboratory analysis. If hydrocarbons are <br /> detected then the soil will be;reprocessed and tested until nondetectable levels are achieved. <br /> i <br /> RESNA will begin the proposed operations upon approval of the APCD and the other agencies <br /> involved. The length of operation is dependent upon the need to reprocess the soil. It is <br /> estimated that the operation will last a total of 30 days but will not exceed 180 days. Results <br /> of the operation will be submitted to the APCD within 60 days following completion as required. <br /> RESNA requests written approval of the APCD to continue with the operation discussed in this <br /> letter.
