Box 248 <br /> Escalon, California 95320 <br /> RE: Vapor Extraction System <br /> City of Escalon(Former Arco Mini Mart), 1305 Escalon,Ave.,Escalon,CA <br /> - -T - - -Dear Stidham: - - -- -As you are aware from the monthly vapor extraction monitoring reports that have been <br /> submitted to the SJ-VUAPCD,the vapor extraction system has been inoperable much of the time <br /> since the February 5, 2002 startup. After startup, the internal combustion engine (IC) used to <br /> control emissions ran until February 27, 2002 when it was shutdown and removed from the site <br /> because it was not properly controlling emissions. The IC was completely rebuilt and returned <br /> to the site on April 22,2002 and restarted. The vapor extraction system operated until late May <br /> when it shutdown due to failure of the IC. After a preliminary inspection, it appears that either <br /> the head on the IC has cracked or the head gasket has blown. In either case, the IC is out of <br /> commission for some period of time. <br /> The IC was removed from the site on May 29' and taken back to the company that performed <br /> the rebuild for repair. The contractor responsible for the installing and operating the IC at the <br /> site, Don Light of Del Tech, has been given a two-week deadline to have the vapor extraction <br /> system operational. If the contractor has not installed either the original IC or a replacement by <br /> June 13, 2002, GTI will obtain a rental IC and install it at the site. There are other emission <br /> control options available, however, if a change is made it will involve having to modify the <br /> permit with the SJVUAPCD.
