COMMENTS ON DEVELOPMENTS <br /> Sit-91-16 <br /> 12 . A Preliminary Soils Report is required in accordance with <br /> the County Standards for the purpose of determining the <br /> R-Value for the design of the roads . <br /> 13 . All utilities shall be underground except power transmission <br /> facilities of a 35 KV or greater . Public utility easements <br /> shall be provided along the road frontage of the subdivision <br /> and as required by the public utility companies . <br /> 14 . The subdivider shall agree to and shall pay service fees for <br /> the County provided utility services in an amount equal to <br /> the estimated fees for the period from the time 'the <br /> improvements are accepted until effective date of assessment <br /> on the tax roll . Deposit of fees shall be submitted at the <br /> time of acceptance of the facilities by the County . <br /> 15. All traffic signs and markings shall conform to the Manual <br /> on Uniform Traffic Control Devices and San Joaquin County <br /> Standards , and shall be shown on the improvement plans . <br /> RECOMMENDATIONS : <br /> 1 . Access rights shall be dedicated and restricted for lots <br /> 1 and 43 along the frontage of "D" Street . <br /> 2 . Offer of Dedication of ground water rights is required. <br /> 3 . Water meters shall be installed on all water services . <br /> 4 .
