INTRODUCTION <br /> Mr. Jaime Hernandez is proposing to create two Parcels from a parcel of land located south of <br /> Horner Avenue, between Del Mar Avenue and Wagner Avenue in Stockton. Mr. Chance Wong <br /> of Wong Engineers is the Civil Engineer for this project. The Tentative Parcel Map has been <br /> prepared and can be found in Appendix "A" of this report. According to the San Joaquin County <br /> Development Title, a Surface and Subsurface Contamination Report (SSCR) must be conducted <br /> prior to the time of Tentative Map submittal. The purpose of this report was to investigate the <br /> subject property for real or potential environmental contamination and report the findings to the <br /> Client and the San Joaquin County Environmental Health Department. This report complies <br /> with the San Joaquin County Ordinance, specifically 9-905.12(a) for a Surface and Subsurface <br /> Contamination Report. <br /> Our report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials include agricultural chemical residues <br /> and other contaminants. Point sources investigated that may have affected the subject property <br /> include industrial sites and production facilities, fuel storage tanks, septic systems, used motor <br /> oil dumping, drug manufacturing, and/or chemical storage and mix' <br /> g g mixing areas. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of the on- <br /> site building and older residential structures near the project for asbestos containing materials <br /> (ACMs). This land subdivision will be connected to the City of Stockton Water and Sewer for <br /> domestic water and sewage disposal services,per the requirements of the Environmental Health <br /> Department. Consequently, it is our understanding that Nitrate Loading and Soil Suitability <br /> Studies will not be required by the Environmental Health Department. There is no on-site well <br /> to test for nitrates and the agrichemical dibromochloropropane (DBCP). <br /> .E <br /> SITE AND SURROUNDING PROPERTY DESCRIPTION <br /> Mr. Hernandez currently owns the subject property. The situs location and Assessor's Parcel <br /> Number are referenced on the Title Page. The subject property is proposed to consist of two <br /> Parcels - Parcel I and Parcel 2. Parcel I is currently undeveloped, open land. This Parcel <br /> contained a single family residence, which was demolished in 2000. No remnants, including <br /> foundational footings remain from this structure. Parcel 2 currently has an asphalt-paved <br /> driveway and a triplex residential unit. The entire property is currently zoned residential. It is <br /> our understanding that there are no easements traversing the property. <br /> The site is bordered to the north, south and west by single family residences (SFRs). To the <br /> northeast is the East Side Community Park and to the east is agricultural production land, which <br /> appears to have been planted in straw and recently harvested. There are no commercial or <br /> industrial facilities in proximity to the property.
