4.0 SITE INSPECTION <br /> Live Oak inspected the site on May 20, 2013. Photographs of the Site are attached to <br /> this report as Appendix 2. The boundaries of the Site were inspected, as well as the <br /> residential area. <br /> At the time of the inspection, the Site was open, agricultural land planted with orchard <br /> grass. A house, a pole barn, and an old barn were located near the southeast corner of <br /> the Site. A shed and three storage containers were grouped around the pole barn. The <br /> domestic well was observed to the south of the house. One pole-mounted transformer <br /> was located near the well; it was not labeled with a blue sticker indicating that it is free <br /> of polychlorinated biphenyls (PCBs); however, no staining or leakage was observed on <br /> the transformer. <br /> Several inoperable old cars were parked around the old barn, and miscellaneous <br /> equipment and debris were observed on the ground to the north of the barns. A brush <br /> and debris pile was located to the north of the pole barn. Two above-ground storage <br /> tanks and two drums were observed around the brush pile. Ms. Martins stated that one <br /> of the tanks is for used oil and has been emptied recently; the drums were emptied at <br /> the same time. She did not know the use of the second tank. A bucket of oil filters was <br /> noted to the south of the brush/debris pile. A mobile above-ground fuel storage tank <br /> was located to the east of the brush/debris pile. The foundation of a former barn was <br /> observed to the north of the old barn. North of this, a soil depression was observed <br /> which may have been used for burn piles. Two engine lifts and an engine were <br /> observed to the east of the old barn. <br /> The surrounding properties were observed to be agricultural land and rural residences. <br /> To the north of the Site is the Paradise Cut waterway. <br /> 5.0 INTERVIEWS <br /> 5.1 Interview with Property Owners <br /> Virginia Martins was interviewed by telephone on May 15 and 17, 2013. She indicated <br /> that her mother, also named Virginia Martins, bought the property in the 1970s. The <br /> land has been used to grow alfalfa, orchard grass, and tomatoes; currently it is planted <br /> with orchard grass. She stated that a house dating to the 1940s or earlier, a garage, <br /> and pole barn are located on the Site currently. A domestic well and septic system <br /> serve the house. No agricultural well is located on the Site; the irrigation water is <br /> pumped from the slough. Two additional small houses dating from the 1940s or earlier <br /> were on the property in the past, they were demolished in the 1980s. The land was also <br /> leveled in the 1980s, she said. Ms. Martins stated that the property was used as a dairy <br /> around 1900. Some hobby-level automotive maintenance is performed on the Site, she <br /> LOGE 1308 Page 3 <br />
