KA Chair Randy Hamilton <br />February 16, 2021 <br />Page 5 of 5 <br />• The San Joaquin Valley Air Pollution Control District has determined that <br />the Project's design and operational characteristics are adequate to <br />prevent significant air quality or odor impacts. <br />• RD 2058, which previously raised concerns about manure runoff from the <br />Project, has not advised Planning Staff that it does not object to the <br />Project as re -designed. <br />• The Projec# is expressly supported by the San Joaquin Farm Bureau and <br />CDFA. The latter noting the importance of encouraging small-scale family <br />farms of this nature to supply the local community. <br />• Neighbors' general concerns that the Project is not a good fit for the area <br />due to odor, manure runoff, dislike for the practice of meat processing, <br />and general agricultural nuisance are not a basis to deny approval and <br />are fully mitigated and/or inconsistent with the County's "Right to Farm" <br />ordinance. <br />Agricultural production is one of our greatest industries in San Joaquin County <br />and the General Plan recognizes that such uses should be both protected and <br />promoted. After a lifetime of service, Mr. Hussein seeks to engage in just such a <br />venerated vocation for the benefit of his family and the larger community. His <br />operation will be called "Navu Farms" in honor of the place where he first <br />learned to farm.
