KA Chair Randy Hamilton February 16, 2021 Page 5 of 5 • The San Joaquin Valley Air Pollution Control District has determined that the Project's design and operational characteristics are adequate to prevent significant air quality or odor impacts. • RD 2058, which previously raised concerns about manure runoff from the Project, has not advised Planning Staff that it does not object to the Project as re -designed. • The Projec# is expressly supported by the San Joaquin Farm Bureau and CDFA. The latter noting the importance of encouraging small-scale family farms of this nature to supply the local community. • Neighbors' general concerns that the Project is not a good fit for the area due to odor, manure runoff, dislike for the practice of meat processing, and general agricultural nuisance are not a basis to deny approval and are fully mitigated and/or inconsistent with the County's "Right to Farm" ordinance. Agricultural production is one of our greatest industries in San Joaquin County and the General Plan recognizes that such uses should be both protected and promoted. After a lifetime of service, Mr. Hussein seeks to engage in just such a venerated vocation for the benefit of his family and the larger community. His operation will be called "Navu Farms" in honor of the place where he first learned to farm. The land is appropriately planned and zoned for this use and the Project has been substantially modified to address concerns raised during this extensive administrative process. Accordingly, we ask the Commission to adopt Staff's recommendation and approve the Projectfollowing the public hearing on February 18, 2021.
