All pens will be located on an elevated pad. <br />• Manure will be removed from the pens and from within the chicken <br />coupes at least twice per week and stored in a freestanding enclosed <br />10'x10' structure located within the chicken pen. <br />• Manure will be removed from the site and transported to an approved <br />disposal facility at least once per week. CVRWQCB will regulate runoff. <br />• 22' elevated pad will include a 4,000 sq. ft. general purpose ag barn/shop <br />and septic system. Within that area will be a segmented 1,600 sq. ft. area <br />to for meat processing (slaughter/butcher). The meat processing area will <br />be regularly pressure washed and kept clean. Will ultimately include <br />Hussein family home and caretakers' quarters. <br />• All egg and meat processing activities will be regulated by California <br />Department of Food and Agriculture ("CDFA"). This will be consumed for <br />personal use an sold on small scale to family, friends, religious festivals, <br />and at farmer's markets. <br />The Commission Should Approve the Modified Project. <br />We submit that the Project, as modified, should be approved by the <br />Commission for the following reasons: <br />• The Project site lies in the AG -40 zone and is an appropriate location for <br />I he proposed small-scale animal raising and meat processing use. <br />• The 1,000 chicken project has been substantially reduced in scale from its <br />initial proposal (3,000 chickens) and as originally modified in 2020 (1,500 <br />chickens) to address concerns raised throughout the process. <br />• The Project has been designed to ensure adequate shelter for all chickens <br />and to address odor and run-off concerns related to manure. <br />• Planning Staff has prepared a comprehensive and thorough initial <br />study/mitigated negative declaration to reduce all potential <br />environmental impacts from the Project to a level of "less -than - <br />significant." This determination is supported by substantial evidence in the <br />record before the Commission. <br />{00177524.} <br />
