Best Management Practices guidelines for storm water devices, ponds, and <br /> wetland4',are available. <br /> (2) All futurq:building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter; -1605)and all requirements of the State of California(CCR Title 23).that are in force at <br /> the time'.of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL-HEALTH DEPARTMENT(Staff Contact: Michael Escotto,468-3441( <br /> a. An application for Waste Discharge Requirements shall be submitted to the Central Valley Regional <br /> Water Quality,Control Board prior to development(California Water Code,Article 4, Section 13260) <br /> b. Submit three'sets of food facility plans to Environmental Health for review and approval prior to the <br /> issuance of building permits(California Retail Food Code,Article 1, 114380). A review fee of <br /> $345.00 is rejuired at the time of submittal. <br /> NOTE: Plank shall be submitted to the California Department of Food and Agriculture, Milk and <br /> Dairy Floods;Control, and be approved prior to issuance of a building permit. Please contact <br /> Mostafa Sherzad, Program Coordinator, at 466-7186. <br /> c. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to'Environmental Health indicating that the area is suitable for septic system usage. The <br /> studies must Be approved by Environmental Health prior to issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A review fee os$575.00 must be paid at the time of <br /> l submittal to Environmental Health. <br /> The sewage Disposal system shall comply with the on-site sewage standards of Sa'n Joaquin County <br /> prior to appraisal. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems,is required for <br /> each parcel. `A permit fee of$115.00 per percolation hold is required. <br /> d. The existing jrivate water wells shall be tested for the chemical Dibromochloroprop ane(DBCP) and <br /> nitrates with the results submitted to Environmental Health prior to the issuance of building permits. <br /> Samples are_to be taken and analyzed by a State approved laboratory. (Development Title Section <br /> 9-1115.7) <br /> e. Submit to Environmental Health revised site plans showing the maximum number of employees and <br /> customers orparishioners the sewage disposal system is being designed for. In addition, show on <br /> revised plans'that the leach field area will be barricaded for it cannot be driven over, parked on, or <br /> used as a storage area. This leach field area must be used for that specific purpose only, and it <br /> cannot contain any underground utility lines. (Development Title Section 9-1110.4[c][5]) <br /> In addition, the revised site plan shall incorporate the 100 percent designed sewage disposal <br /> replacement area. <br /> Conditions of Approval -3 - PA1000013 <br />
