EHD also identified a hazardous materials incident report from 1996 for the corner of
Escalon-Bellota and Dodds Roads. A five gallon pail of waste oil was abandoned on
the side of the road; it was removed by San Joaquin County Public Works Department
for disposal. Because there was no release of oil, it is unlikely that any impact to the
Site took place.
Live Oak reviewed the EHD well and septic permit files for the Site addresses; one
permit was identified. The permit, dated November 1990, was for a new residential
septic system utilizing a 1,200-gallon tank, an 80-foot leach line, and a 4- by 8- by 18-
foot sump.
Copies of the EHD records have been included in Appendix 4 of this report.
7.0 GOVERNMENT AGENCY RESEARCH
7.1 EPA Databases
The California Environmental Protection Agency (EPA) manages contaminated sites
through two sub-agencies: the State Water Resources Control Board (SWRCB) and the
Department of Toxic Substances Control (DTSC). The SWRCB's GeoTracker database
includes underground storage tank (UST) sites, leaking underground storage tank
(LUST) sites, cleanup program sites, and land disposal sites. The database can be
searched by reviewing two lists, the Permitted Underground Storage Tank (UST) Sites
list and the Cleanup Sites list. DTSC's EnviroStor database includes Federal Superfund
sites, State response sites, voluntary cleanup sites, school cleanup sites, corrective
action sites, and permitted hazardous waste facilities.
Live Oak searched both databases on March 2, 2014 for any listed sites within one-
quarter mile of the Site. The subject Site was not listed on either database, and no
facilities were identified within one-quarter mile of the Site.
7.2 Environmental Health Department Databases
Live Oak reviewed the EHD's Underground Storage Tank Site Mitigation List, dated
June 18, 2014, for surrounding facilities of concern. No listed facilities were identified
within one-quarter mile of the Site.
Live Oak reviewed the EHD's Water Well Data Table dated March 10, 2009 for nearby
addresses that have been tested for nitrate and dibromochloropropane (DBCP). Nine
wells were tested in 1999 at an address approximately one mile from the subject Site.
Nitrate was detected in the wells at concentrations ranging from 9.0 to 13.0 mg/L.
Three additional wells were identified at addresses located within approximately three
miles of the Site. DBCP was not detected in the wells. Nitrate as NO3 was detected in
•- LOGE 1414 Page 5
