5.0 INTERVIEWS
5.1 Interview with Property Owners
Dennis Borba was interviewed by telephone on July 8 and 10, 2014. He indicated that
he and his brother, Clarence, have owned the property about a year and a half; it has
been in the family approximately 40 years. Mr. Borba indicated that he owns the house
on the south side of the Site, while his brother operates the arena on the east side of
the Site. He stated that the southern portion of the property has been farmed a little in
the past, but the northern portion has always been pasture up until the last few years.
Mr. Borba stated that the arena and associated structures were built around 1980. The
house was moved to the Site in the early 1990s. Prior to that, a pump house was
present at the irrigation well on the south side of the Site, and animal corrals were
present on the east side of the Site.
He indicated that a septic system serves the house and may also serve the adjacent
mobile home. The bathroom structure by the arena has its own septic system, he said.
Mr. Borba indicated that the house, mobile home, and bathroom structure at the arena
receive water from the adjacent dairy. He stated that two agricultural wells are present
on the Site, one by the house and one by the arena. He stated that the windmill well on
the north side of the Site was closed down and cemented at least 40 years ago.
Regarding the well depicted near the center of the Site on the topographic map, Mr.
Borba indicated that there has never been a well in that location.
Mr. Borba was not aware of any underground or above-ground fuel tanks, chemical
storage or mixing, dumping or burial of debris, or other environmental hazards affecting
the Site.
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
The EHD was contacted regarding the Site addresses of 24011 and 24033 East Dodds
Road and 11249 South Escalon-Bellota Road. According to Cheryl Field, one record
related to hazardous materials is on file for the Site (Personal Communication, July 3,
2014). Live Oak reviewed the file, which refers to a spill of two gallons of transformer oil
on the Site in February of 2008. The spill took place on the far eastern side of the Site,
south of the arena, along Escalon-Bellota Road. The oil was tested and found to
contain less than 1 part per million of polychlorinated biphenyls (PCBs). PG&E
performed the clean-up.
LOGE 1414 Page 4
