• 2.1 Zoning The San Joaquin County Community Development Department web site states that the Site is zoned AG-40, general agriculture with a minimum parcel size of 40 acres. This zoning designation "is established to preserve agricultural lands for the continuation of commercial agricultural enterprises." 2.2 Proposed Development A minor subdivision is proposed to divide the Site into two parcels. Randy Roget, the current owner of the site, plans to keep the homesite parcel. Mr. Viramontes, the buyer, indicated that he plans to plant vineyard on the remainder of the Site (personal communication, August 4, 2017). 2.3 Topography A recent U.S. Geological Survey 7.5-minute topographic map was obtained from the San Joaquin County District Viewer. In the map, the Site is depicted as flat land located at approximately 65 feet above mean sea level. Two structures are depicted on the Site, which is shown to be a mixture of vineyard, orchard, and open land. The map is included as Plate 3 in Appendix 1. • 3.0 HISTORICAL RESEARCH 3.1 Aerial Photographs Live Oak reviewed aerial photographs of the Site provided by the San Joaquin County Surveyor's Office in Stockton, California. The available photographs were dated 1937, 1952, 1963, and 1975. Four additional photographs, dated October 1998, May 2004, July 2010, and February 2016, were obtained from the San Joaquin County District Viewer. In the 1937 photo, Kennefick and Woodbridge Roads can be seen. The Site appears to be orchard. Two or more structures can be seen on the south side of the Site. The surrounding properties appear to be orchards, with scattered residences and agricultural buildings along the roadways. In the 1952 photo, Dougherty Road can be seen. No other significant changes are apparent. In the 1963 photo, no significant changes are apparent. The scale of the 1975 photo is such that site-specific details cannot be identified. A new residence can be seen adjacent to the west. • LOGE 1720 2
