Analysis <br /> I <br /> Background <br /> kThe applicants have operated a kennel at this site for several years without benefit of the necessary <br /> permits. In 1993, they were informed that they needed an approved Use Permit in order to continue <br /> operations. They submitted their application in June 1993. However, all necessary application materials <br /> needed to deem the application complete were not obtained by the Community Development Department <br /> until March 1, 1996. <br /> Land Use/Neighborhood Compatibility <br /> The proposed kennel is located in a remote agricultural area of the County used primarily for grazing. <br /> Access to the site is via Dry Creek Road, which is a County maintained gravel and dirt road. There are <br /> few residences located in the area. To the north, the closest residence is approximately .5 miles away, <br /> and to the south, approximately .75 miles away. Given the site's remote location, the agricultural nature <br /> of the area,the large parcel sizes, and the lack of neighbors in close proximity, the kennel is not expected <br /> to adversely impact surrounding properties or create land use conflicts.
