I <br /> [4.0 SITE INSPECTION <br /> Abigail Racco of LOGE inspected the site on August 24, 2009. Photographs of the Site <br /> are attached to this report as Appendix 2. The site inspection was limited by dry <br /> seasonal vegetation obscuring the ground surface across the majority of the site. <br /> The Site consists of a rural residence located on open land. A domestic well is located <br /> to the southwest of the residence, and an irrigation well is located to the north of the <br /> residence. Several storage containers are present to the north of the residence, as well <br /> as a truck, a tractor, two plastic tanks, fencing, and other supplies. A hole at least 100 <br /> feet long and less than ten feet deep was observed at the northeast corner of the site; a <br /> comparably-sized area of soil mounds was observed adjacent to the hole. Other, small <br /> soil mounds were observed near the center of the Site, north of the dry Gill Creek. <br /> Irrigation infrastructure was observed along the east side of the Site. <br /> Six pole-mounted transformers were observed along the roadways surrounding the Site. <br /> Of these, only one bore a label indicating that it is free of polychlorinated biphenyls <br /> I (PCBs). However, the transformers appeared relatively new, and no leaks were <br /> observed. <br /> Surrounding properties included agricultural and rural residential land. The Site is <br /> bounded by Dustin Road to the west and Peltier Road to the south. To the north, west, <br /> and south were vineyards. To the northwest and southwest were rural residences. <br /> Open land and a rural residence were located to the east. A small (approximately 500 <br /> gallon) above-ground storage tank was observed at the rural residence to the east; the <br /> tank was located a good distance from the boundary with the subject Site. <br /> 5.0 INTERVIEWS <br /> /5.1Interview with Property Owners <br /> Jeffrey Albin was interviewed by telephone on August 13, 2009. At this time, Mr. Albin <br /> indicated that he is a half-owner of the Site; the Morgans own the other half. They <br /> purchased the property as vacant land five or six years ago. The residence on the site <br /> was constructed in 2005. A residential well and septic system were installed at the <br /> same time. An irrigation well dating to 1997 is also located on the Site, he said. Mr. <br /> Albin indicated that the Site was referred to as 22700 North Dustin Road prior to the <br /> construction of the house; he believed the irrigation well permit was under the address <br /> of 22012 North Dustin Road. He stated that the Site has not been used for agriculture <br /> during his ownership, though it may have been a vineyard in the past. Mr. Albin was not <br /> aware of any fuel tanks, chemical storage, auto maintenance, dumping, or other <br /> environmental concerns on the Site or in the vicinity. <br /> LOGE0912 Page 3 <br />
