CONDITIONS OF APPROVAL <br /> Unless otherwise specified, all the Conditions of Approval shall be fulfilled prior to approval of the <br /> final excavation permit. <br /> The excavation permit shall lapse and become volid If all of the following are not accomplished within <br /> 24 months of the effective date of action on the application. <br /> • All Conditions of Approval have been compiled with. <br /> • <br /> All necessary building, electrical, plumbing,and mechanical permits have been secured and <br /> have not lapsed. <br /> • All necessary permits of other public agencies have been secured and have not lapsed. <br /> A one4lme'extenslon of 12 months may be approved by the review authority. Requests for <br /> extension of time must be flied with the Development Services Division prior to the expiration <br /> date. <br /> • The excavation shall be completed by December 14, 2042 The final reclamation of the site <br /> shall be completed by December 14, 2044, In accordance with the approved Reclamation <br /> Plan. <br /> • Those Conditions followed by a Section Number or other Statutory Requirement are based <br /> on Ordinance requirements. Ordinance Requirements cannot be modified. <br /> 1. DEVELOPMENT SERVICES DIVISION: <br /> a. This approval shall be for a phased, 50-year excavation of the 736-acre portion of the <br /> project site, as indicated on the approved reclamation plan. The approval includes an <br /> on-site processing plant that is permitted for the life of the excavation and a recycling <br /> operation to be used exclusively as a part of the permitted excavation and processing <br /> operations. <br /> b. The primary use (excavation) and any permitted accessory uses as defined below shall <br /> not be inititated until the applicant has an approved Improvement Plan. <br /> Improvement Plans shall prepared by a registered Civil Engineer, showing drainage, <br /> driveway access details, on-site parking, existing and proposed utility services, grading, <br /> and reclamation. Storm drainage runoff shall be retained on the site. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Improvement <br /> Plan. Pond capacity calculations shall be submitted for approval.
