SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT: <br /> a The excavator shall implement the District's Dust Control Practices during construction <br /> of the processing plant and excavation to reduce PM-10 emissions: <br /> (1) All excavated and graded material, active areas of excavation, and traffic areas <br /> shall be sufficiently watered to prevent an excessive amount of dust being <br /> generated. <br /> (2) All clearing, grading, earth moving, and excavation activities shall cease during <br /> periods of high winds (greater than 20 mph averaged over one hour). <br /> (3) All material transported off the site shall either be sufficiently watered or securely <br /> covered to prevent an excessive amount of dust being generated. <br /> (4) Weed control shall be maintained by mowing instead of discing, whenever <br /> possible. <br /> (5) All inactive portions of the site shall be seeded and watered until vegetation is <br /> established or shall be treated with dust-retarding lignins or aggregate material <br /> not readily eroded by the wind <br /> (6) On-site vehicle speeds shall be limited to 15 mph. <br /> The excavator shall use either water or petroleum-based paliiatives as a dust <br /> control measure. The use of petroleum-based palliatives shall meet the road oil <br /> requirements of the San Joaquin Valley Unified Air Pollution Control District's Rule <br /> 409.5: 'Cutback Asphalt Paving Materials.' <br /> (8) The portions of Bird Road and Blewett Road adjacent to the excavation area and <br /> the entrances to the processing plant shall be swept whenever there is visible <br /> dust in order to remove silt that may have accumulated from construction or <br /> excavating activities. <br /> b. In order to reduce ozone precursor emissions during construction and excavation on the <br /> site, all equipment driven by internal combustion engines shall be property maintained <br /> and well tuned according to manufacturers' specifications. <br /> 5. STATE DEPARTMENT OF TRANSPORTATION: <br /> a Bird Road shall be the only access from the plant site to State Route 132- <br /> b. <br /> 32b. The intersection of State Route 132 and Bird Road shall be improved to the standards of <br /> Caltrans and the County Department of Public Works. <br /> C. There shall be no project related truck traf5c permitted on Bird Road north of State Route <br /> 132, <br /> Conditions of Approval - 12 - QX-91-5 <br />
